Work experience providing services for persons with serious or significant mental health diagnoses in a related agency or field, such as advocacy organizations, residential services, or day/vocational services.
Knowledge of home and community based waivered services

RESPONSIBILITIES : This position will provide on-going case management for clients on the Community Alternatives for Disabled Individuals (CADI) waiver and the Brain Injury (BI) waiver. Individuals on the caseload will be those clients who have a diagnosis of a serious and persistent mental illness or a serious mental illness. Responsibilities will include: finalizing a service plan for the client and formally reassessing them every year, making as needed face to face contacts with the client and collateral contacts such as service providers and members of their support sytem, authorizing and monitoring services. HOURS / DAYS : 8:00 a.m. - 4:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs. ANTICIPATED HIRING RANGE : $42,016 - $55,890 (This position may be hired at the Social Worker II level, depending on qualifications.)
The Social Worker I is a professional level position. This position is entry level in the classification series which allows an individual the opportunity to gain valued work experience. Work differs from the more advanced Social Worker classifications based on the depth of experience, knowledge, abilities and independence required for those classifications. Work is performed under close supervision by supervisor and/or lead worker and within limitations provided by departmental policies, procedures and established practices. A Social Worker I may be assigned duties in any of the units. Assignments are interchangeable dependent on department needs and specific program requirements.
KNOWLEDGE, SKILLS & ABILITIES:
Education and Experience: Bachelor's Degree in Social Work (or closely related field)
A Master's Degree in Social Work (or closely related field) and one year of related experience as a Social Worker is highly desirable.
Must have own means of transportation for business purposes. Individuals operating a motor vehicle for county business must possess a valid driver's license.
Offers of employment will be contingent upon receiving favorable responses to sexual exploitation inquiries per Minnesota Statute 148A, passing a fingerprint criminal background check, passing a drug test and receipt of official college transcript to verify degree(s) prior to beginning employment with Washington County.

EXAMPLES OF WORK:
1. Receives referrals, conducts interviews and investigates to identify and assess problems or need for intervention/service.
2. Counsels clients in group, family counseling or individual counseling to explore, identify, resolve, prevent and/or control problems. Assesses the risk of abuse or neglect and dangerousness to self and others. Develops and implements abuse prevention plans to address vulnerabilities.
3. Intervenes in crisis situations. Coordinates and secures emergency services. Negotiates and resolves conflict situations.
4. Develops, writes, implements and monitors individual and family service plans to correct/eliminate identified problems. Determines appropriate resources and referrals to community-based care and services.
5. Collaborates and consults with others including professional staff and community agencies regarding clients, community services or programs.
6. Opens and maintains client case records and files, prepares all necessary correspondence, required narratives, eligibility reviews and other incoming/outgoing communication about the client; provides appropriate information regarding case openings, closings, and denials.
7. Provides testimony or written recommendations in county or district court or in administrative appeals hearings regarding client cases, pre-petition screening, out-of-home placements, commitments, etc. Advises clients of possible resources, rights and responsibilities under programs or services and develops, coordinates and delivers program information to the general public, special interest groups and professional organizations.
8. Performs other duties as assigned.
The following statements briefly describe the mission of each one of the units in which a Social Worker I may be assigned to:
1. Children/Family unit: To protect children who are abused, neglected and in need of services while increasing family effectiveness and preserving families whenever possible and to identify adoptive homes for permanency.
2. Resource unit: To support families and individuals through the licensing and supervision of child care and foster care providers.
3. Adult Mental Health unit: To provide pre-petition screening assessments for individuals who are in need of involuntary psychiatric hospitalization and case management services for adults who have a serious and persistent mental illness.
4. Development Disabilities unit: To provide case management services for children and adults with developmental disabilities and their families.
5. Adult Family Services unit: To assist vulnerable/disabled adults and elderly persons who are in need of protective services or at risk of out-of-home placement to live safely, to maintain their dignity and highest level of functioning in a cost effective and least restrictive setting.
6. Minnesota Family Investment Program/WorkForce Center unit: To assess and assist families to find success who struggle to achieve self-sufficiency due to mental illness, chemical dependency, learning disability, physical handicap, domestic violence or other barriers to employment.
7. Housing unit: To assist the homeless and families who are at risk of losing housing to retain or secure affordable housing.
ESSENTIAL FUNCTIONS: 1-8 as listed above.
WORK ENVIRONMENT: Semi-sedentary involving office and extensive outside field work. Lifting requirement may include lifting up to 20 pounds. Exposures may include but not be limited to disagreeable odors, communicable diseases, bodily fluids, and behavior challenges. Use of general office equipment to include telephone, cell phone, pager, personal computer, laptop computer, electronic recorder, calculator, etc. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
