Post by Jobing - Position Summary The Scripps Research Institute (TSRI) is currently seeking a Sourcing Manager for its Florida facility. The position supports contracting and sourcing activities for the Florida Procurement Department with a strong emphasis on IT hardware, software and e–Procurement systems. Prepares, negotiates, edits, and implements agreements within the on–line e–Procurement contract system. Acts as a key Florida liaison between Procurement, California Legal and the Supplier?s counsel.

Creates and implements strategic, local and institution–wide collaborative sourcing strategies for high–value, high–risk and/or critical areas of spend relating to IT. Initiates ITN?s and RFP?s in support of those strategies. Works closely with stakeholders and possesses the ability to create clear–well written scope of work documents and evaluation criteria for bid analysis. Ensures long–term contract success through SRM and other strategic contract compliance methods.

Identifies and engages appropriate level of stakeholder, build alliances and partnerships to garner support; provides departments/labs knowledgeable guidance and/or technical IT advice. Responsible for local e–Procurement system administration, training programs and support for Scripps Florida employees. Seeks opportunities to drive process efficiency through process improvement, system automation and leveraging supplier value–add programs. Must work effectively with faculty, scientists and other stakeholders within in a bi–costal organization.Additional Information Basic Qualifications Bachelor degree, preferably in Business Administration, or the equivalent combination of education, training and experience.

Minimum 7 years of procurement experience in a research, educational, biotechnology or other government–funded organization demonstrating skills and experience with sourcing, strategic negotiations, contractual language addressing liability and software licensing, intellectual property, and risk management awareness. Minimum of 7 years of direct or industry–related IT/Systems buying experience in biomedical or pharmaceutical industry preferred. Demonstrated subject matter expert level understanding of the IT, MRO and/or scientific commodity base as well as current market trends in the scientific market place as appropriate for assigned commodity based on the specific position. Highly organized.

Able to analyze information and make sound decisions. Lead or supervisory experience. Demonstrated TCO skill and experience. Strong interpersonal as well as verbal and written communication skills.

Strong skills using Microsoft Office (Word, Excel, Outlook, Powerpoint, etc.). Knowledge and experience with procurement systems and applications and the ability to learn the same (Ariba, Bitech, SciQuest). Excellent bid evaluation, analysis and negotiation skills. Experience required in managing assigned commodities such as software, hardware and capital equipment.

Previous experience drafting, negotiating and finalizing contractual agreements, including software licensing agreements requiring advanced analytical, verbal and written communications and negotiations skills. C.P.M. or CPSM desirablePreferred Qualifications Florida & Palm Beach County residents are preferred.
