Under general direction, coordinate assigned special projects, administer social services contracts, coordinate county-wide process improvement initiatives, and serve as liaison on various committees.
Duties and Responsibilities
Conduct fiscal impact, cost/benefit, project and program analysis, and coordinate implementation of special projects assigned by the Deputy County Manager, including projects involving systems re-engineering, performance monitoring, customer surveys, strategic improvement and records management.
Coordinate administrative functions involving social services and Indigent Fund contracts, including preparation of RFPs, evaluation of proposals, processing of reimbursement requests, monitoring agencies’ compliance with contract requirements, providing technical assistance, and serving as County liaison for social service and/or other agencies.
Coordinate and conduct feasibility and economic impact analysis of development projects and applications for industrial revenue bonds and project revenue bonds, and facilitate economic development activities for the County.
Identify suitable areas for strategic improvement in county operations, develop plans to initiate improvements, coordinate implementation of those plans and monitor and report on the results.
Conduct analysis of proposed and pending local, state and federal legislation and develop program and fiscal impact reports and position papers.
Serve on committees, task forces, evaluation groups and negotiating teams as assigned by the Deputy County Manager.
Prepare agenda items, periodic and summary reports on all areas of responsibility.
Supervise and direct personnel as necessary in the specific project area.

Bachelor degree in public administration, business administration, economics, systems engineering or related field. Master degree preferred.
Five (5) years of professional experience in an administrative capacity including experience in general management, project management, program analysis, budgeting and finance.
Must have the ability to research and analyze complex issues, develop project plans, conduct surveys, and develop policy proposals.
Must have the ability to communicate effectively in both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective presentations to small or large groups.
Must have the ability to manage projects and personnel effectively and to work productively either independently or as a team member or team leader.
Must have the ability to interact professionally and work productively with the public, industry and agency representatives, and other County employees.
Must have the ability to maintain objectivity and confidentiality in dealing with a variety of complex and potentially sensitive projects.
Must have the ability to act promptly and consistently in accomplishing assigned responsibilities.
Must possess excellent organizational skills and ability to handle effectively multiple concurrent assignments, and activities.
Must be proficiency in the use of Windows-based word processing, spreadsheet, and database software and in the development and maintenance of application data.
Must have knowledge of performance monitoring, process re-engineering, and continuous improvement principles.
Must have knowledge of administrative and managerial principles and practices of governmental agencies.
Must have knowledge of budgeting, cost control, and project management principles.
