Minimum Requirements:
• Minimum Bachelor’s degree in business administration/management or related
• Minimum 7 years experience in contract development and delivery
• Experience in roadway maintenance / construction principles / cost estimating
• Experience interpreting plans and contracts
• High level of proficiency in all MS Office products
• Ability to utilize various software applications, spreadsheet technology, and other technologies to gather and analyze data
• Ability to communicate effectively, verbally and in writing
• Experience interpreting plans and contracts
• Virginia Drivers License in good standing
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test
Job Description:
• Oversee the schedule and assembly of contract packages for completeness. Ensure contract assembly contains required specifications, drawings, environmental, and other requirements. Ensure that advertisement package is in compliance with all applicable standards
• Coordinate project planning, establish work plans and critical target dates, provide guidance to team members, and prepare final contract packages for review
• Manage contract development project bid proposals and cost estimates
• Develop and maintain cost databases
• Provide routine schedule and expenditure reports
• Act as a liaison between Organizational Units, District Office, and Central Office resolving contract related issues
• Author and distribute information ensuring awareness of existing and new policies and practices for projects
• May be asked to research, prepare and present ad-hoc reports and/or analysis as assigned
