Job Description:
Scientific Research Corporation, a leading Research and Development Company providing innovative solutions focused on advanced commercial technologies in the development of wireless communications, information, and sensor systems for the Department of Defense Service Sector, Government and Commercial industries, has an exciting career opportunity for a Sr. Analyst, located in Alexandria, VA.

Advises customer on T&E Range Oversight on both technical and managerial matters pertaining to the Department of Defense’s T&E infrastructure, including strategic planning, adequacy of new and existing test capabilities, assessment of the MRTFB, resource management, and T&E budget certification. These activities provide a base line for efforts to guide, assess, and certify the adequacy of the Department's T&E investment programs as related to the T&E workforce, infrastructure, and related operations a nd investment funding. Provide technical expertise in the following areas: Space, Satellites, Communications, GPS.

Maintains cognizance of Departmental T&E infrastructure in assigned area of responsibility for the purpose of assessing the test capabilities and resources needed to successfully develop, test, and field war fighting and military operations other than war capabilities.

Considers Service and Department priorities, a nd inputs from the acquisition, test, and training communities, to develop a comprehensive and balanced investment strategy for both acquiring new and maintaining existing T&E capabilities.

Maintain detailed knowledge of existing test capabilities rela ted to assigned a rea across the acti vities, non-DoD Federal agencies, and the commercial sector. Identifies and assesses relative risk of shortfalls between current test capabilities and future needs.

Prepares reports and recommendations on current and projected infrastructure issues related to T&E Infrastructure, to ensure adequate capabilities exist to support testing of DoD acquisition programs. Develops requirements with respect to facilities a nd resources covering period over fiscal years beginning with the fiscal year in which the plan is submitted to Secretary of Defense (SECDEF).

Maintains cognizance of Departmental T&E infrastructure in assigned area of responsibility for the purpose of assessing the test capabilities and resources needed to successfully develop, test, and field war fighting and military operations other than war (MOOTW) capabilities. Reviews and interprets Defense Planning/Transformation Guidance input/issues, analyzes MRTPB exhibits, Five Year Defense Plans, the President’s Budget Certification, Congressional actions, military Service’s operating budget execution plans and the projected vs. actual workload, and Program Objective Memoranda and Budget Execution Submissions.

Provide expertise in determining the need for POM issues and development of issue papers. Maintain relationships with OSD Cost Assessment and Program Evaluation (CAPE) and OSD Comptroller. Maintain close coordination with the Director of Operational Test and Evaluation (DOT&E) on all matters related to OT&E and live fire T&E. Maintain detailed knowledge of existing test capabilities related to assigned area across the MRTFB activities, non-DoD Federal agencies, and the commercial sector. Identifies and assesses relative risk of shortfalls between current test capabilities and future needs.
