Work on a team conducting life cycle cost estimating and economic analyses in support of USTRANSCOM Information Technology systems
Responsible for successful execution and completion of one or more projects.
Supports a team to monitor, track, and own the progress of tasks within the project plan.
Interfaces with the customer concerning financial, technical and operational issues, preparing Plan of Actions and Milestones (POAMs), status reports and contractual clarifications.
Bachelor’s Degree or equivalent, MBA preferred
Minimum 5 years experience in related field
Level 1 Financial Management and Comptroller, APDP Certification preferred
Active DoD Secret Clearance is required
Expertise in using MS Excel is required
Strong familiarity of transportation and distribution concepts and IT systems development life cycle processes
Will possess a working level knowledge of Defense finance, Program Planning, Budget Execution (PPBE) processes and a detailed understanding of the capital investment strategy review process for USTRANSCOM systems, reconciling Accounts Receivable (A/R) and Accounts Payable, (A/P) and supporting budget execution functions
Experience providing program resource advice on budget submission processes, Planning Programming Budgeting and Execution (PPBE), Investment Review Board (IRB), and Defense Business Systems Management Committee (DBSMC) to PMO personnel
Experience with accessing and using CRIS database
Possesses technical capability to assess cost, budget, or schedule implications of existing or projected technological advances and able to evaluate impacts of new acquisition strategies and conduct What-If” exercises or Comparative Cost Analysis Studies
Experience supporting USTRANSCOM staff to include researching, planning, and developing various capital planning and investment-related processes for IT
Experience reviewing, validating and staffing OSD Exhibit 300 documents
Familiarity updating financial reports and verifying that they posted correctly and updating the contract status/funding information via Defense Enterprise Accounting and Management System (DEAMS) and providing monthly status report on Unliquidated Obligations/Negative Unliquidated Obligations (ULO/NULOs)
Familiarity with Reconcile IMPAC Card accounts and program expenses and providing end-of-year close out support
Other duties related to providing financial support to programs
Familiarity with development and maintenance of cost estimates in support of programs, program-related activities, and services acquisitions, e.g., Economic Analysis (EA), Life Cycle Cost Estimates (LCCE), Cost Analysis Requirements Description (CARD), and Software Cost estimations
Familiarity in development, review, and delivering recommendations on program Independent Government Cost Estimates (IGCE)
