Doyon Project Services, LLC (DPS) is a wholly owned subsidiary of Doyon Government Group, one of the original thirteen Alaska Native Regional Corporations. DPS is a financial strong and dynamic organization that provides comprehensive construction and engineering solutions to federal government customers in both existing and emerging markets. We are seeking an experienced Piping Senior Project Manager.

Responsibilities

  • Defines and prepares job scopes and cost estimates for assigned projects.
  • Interacts with various personnel, clients and state and/or federal agencies regarding assigned projects.
  • Creates and maintains project specific documentation during and following completion of a project to ensure compliance with state or federal laws, corporate policies and procedures or other governing bodies.
  • Leads the preparation and delivery of presentations that communicate project proposals, descriptions and status to senior management, state or federal agencies, and/or the public.
  • Develops and provides monthly project cash flow forecasts.
  • Plans, develops and directs project team during the execution of large projects or several small projects that may include interfacing with outside regulatory agencies and multiple subcontractors. Generally reports to Director of Operations on large or complex projects but serves as the Project Manager responsible for oversight and execution of smaller, conventional projects.
  • Leads Construction Management Team (CMT) on major projects to insure all facilities are constructed in accordance with all applicable laws, regulations and company specifications.
  • Manages projects, ensuring safety, reliability, environmental and human impacts are mitigated while meeting project goals including, but not limited to safety, schedule, budget and overall quality.
  • Creates and maintains project specific documentation during and following completion of a project to validate compliance with state or federal laws, corporate policies and procedures.
  • Creates technical specifications, standards and procedures as necessary to insure safety and integrity.
  • Evaluates pipeline materials for specification compliance and fitness for service, reconciliation of MTOs, engineered drawings and field requirements and specification of substitute materials where required.
  • Reviews technical as-built drawings for pipelines and pipeline appurtenances.
  • Reviews and approves hydro testing and pneumatic testing plans and procedures.
  • Establishes project quality metrics and leading indicators to identify trending and probable root causes.
  • Manages the application of contract documents and principals to resolve conflicts with schedule, budget and tendered bid documents.
  • Directs schedule analysis and critical path determination.
  • Prepares comprehensive technical reports and reviews written works by others for validity and soundness of conclusions.
  • Analyzes and monitors existing procedures and provides recommendations related to process improvement.

  • Ability to interpret engineering/construction drawings, specifications, codes, standards and regulatory requirements.
  • Demonstrated leadership and management ability.
  • Capable of managing project teams which consist of, but not limited to, engineers, project managers, construction managers, designers, procurement staff, right of way agents, environmentalists, cost analysts, surveyors, inspectors, etc.
  • Has a basic understanding of the environmental and regulatory hurdles involved with natural gas pipeline installation.
  • Capable of managing third party companies and vendors and adept at negotiating requests for information and change orders.
  • Ability to prioritize and manage multiple projects with changing priorities, schedules and design conditions.
  • Ability to perform assigned responsibilities with minimal to moderate supervision.
  • Fluent with standard computer applications including, but not limited to: SharePoint, Microsoft Word, Excel, PowerPoint, MS- Project, Google Earth, ERSI, Technical Toolbox and Outlook.
  • Ability to prioritize, organize and perform multiple work assignments simultaneously.
  • Ability to perform work accurately in a detail oriented environment.
  • Ability to prepare clear and concise reports, procedures, correspondences, and other written materials.
  • Ability to compile, review and reconcile data for accuracy, completeness and compliance.
  • Capable of managing construction and start-up / commissioning activities.
  • Ability to review project work, quantities, costs, accuracy of specifications, completeness, and constructability.
  • Ability to create processes and develop protocols for others to follow.
  • Ability to maintain and establish effective working relationships.
  • Ability to train and supervise employees.
  • Identify gaps in local skills that are required to meet project requirements, then coordinate and retain accountability for support provided from other offices.
  • Possesses an engineering background with a mix of office, field, and construction experience; preferably with both consulting and operating company experience.
  • Is well networked within the industry, with the interest and ability to expand network externally and within the broader company enterprise.
  • Has a good general understanding of infrastructure within oil and gas pipeline facilities, and a detailed understanding of key engineering documentation.
  • Works effectively without direct supervision, interface with a variety of people and manage competing demands.
  • Assembles then leads multidiscipline project teams (engineering, permitting, survey, construction, startup, commissioning).
  • Evaluates and reports project performance both internally and to the client.
  • Assists in developing total installed cost estimates.
  • Conducts evaluations of material and construction bids
Requirements

Qualifications:
  • Bachelor’s degree in Mechanical, Civil, Chemical or related engineering field
  • Minimum of ten (10) years of professional engineering/management experience working on pipeline projects exceeding $1 million.
  • Minimum of 5 years experience in oil/gas pipelines
  • Professional Engineering License preferred
WORKING ENVIRONMENT: The majority of the work is performed in a field/job site setting, in multiple states, with a wide variety of people in differing functions, personalities and abilities.

PHYSICAL DEMANDS: An individual will be required to work the majority of hours in a general office environment, and will need to be able to quickly respond to a change in work demands.
