Position Description:
We are in search of a senior IT project manager. We are looking for a hands on leader to provide on-site day-to-day project management governance and oversight within our Applications Development organization. The successful candidate will ensure customer satisfaction of Information Technology solutions by managing the details of overall project schedules and deliverables. He or she will typically use more project management skills than technical skills, but should possess a solid understanding of the technical environment. This position involves extensive interaction with systems engineering, business product owners and other members of cross- functional teams focused on the delivery of new or existing software applications. He or she must be accustomed to working in a matrix organization with both on and off-shore resources, and will organize interdepartmental activities ensuring completion of the projects on schedule and within budget constraints. Our projects range in size from very small maintenance activities to very large and/or complex applications development or major enhancement projects. The successful candidate could work on multiple projects or be called upon to act as a program manager, managing a group of small to medium size projects within the same application family. Also, he or she will create and maintain project management processes and procedures to ensure that projects are developed and implemented according to approved business requirements and adhere to the project management methodologies.

Responsibilities:
Project Leadership

§ Acts as the single point of contact for all communications from a project perspective

§ Coordinates at the project level to ensure there is a clear understanding of priorities, goals, and objectives

§ Ensures resources are focused on the right priorities and are working on the correct tasks to deliver a quality product

§ Provides project management leadership to the team

§ Responsible for the overall health of the project

§ Ensures both the Waterfall method and agile with Scrum Project Management Frameworks are being followed, as well as adhering to agile Development practices (SCRUM approach and its associated tools, such as Version One)

Estimating and Scoping

§ Verifies the estimate received from the business product owner and/or Project Portfolio Management (PPM)

Communications Planning and Facilitation

§ Develops the project communications plan

§ Represents the project during steering committee meetings

Project Planning

§ Assists in managing the Agile Planning Poker sessions

§ Creates and manages the technology project plan

§ Communicates priorities, milestones, and deliverables to the project teams and stakeholders

§ Coordinates with the business product owners, executive stakeholders, Development, and Automated Testing teams to ensure appropriate performance on the project from these areas

§ Reviews the Project Backlog in Version One to ensure the proper priorities are defined

§ Facilitates or assists with wall walks

Release Planning

§ Ensures all project activities are considered

§ Ensures time is allocated for maintenance, support and, contingency

§ Ensures plan takes into consideration time for corporate planned leaves, holidays, etc. both company and client

Resource Planning

§ Develops the Demand and Supply model for the project

§ Determines the overall development resourcing required

§ Notifies the Development managers of the project’s resource requirements

§ Collaborates with the Program Manager to roll up Demand/Supply for the overall program

Iteration Planning

§ Attends Pre-Planning and Planning meetings

§ Ensures Iteration Plans match the Release Plan

§ Identifies issues and action plans

Issues Resolution/Escalations

§ Tracks project level issues through to resolution

§ Empowers team to resolve issues at the lowest possible level

§ Acts as the first level escalation point when issues cannot be resolved at the Scrum team level

§ Escalates issues to the program manager level, if not resolved

§ Reports resolution back to the Scrum teams

Risk Management

§ Identifies project level risks and develops risk mitigation plans

§ Reviews the Risk Management Plan with the Program Manager

§ Performs risk mitigation and re-evaluation throughout the project

Scope and Change Control Management

§ Manages the scope of the project by following the standard CR process

§ Initiates a CR when the project requires additional hours

§ Tracks the status of CRs and notifies the Development team upon approval

Financial Oversight

§ Maintains and updates the budget

§ Monitors actual verse budgeted development hours

§ Keeps track of all CRs and updates the budget when new CRs are approved

§ Protects the revenue stream by ensuring the projects remains within its financial constraints

Tracking and Reporting

§ Manages the progress of all project deliverables

§ Monitors development progress through burn down and burn-up charts (where applicable)

§ Participates in project reviews

§ Tracks budgeted vs actual hours at the project level

§ Compiles weekly project status report to track progress against plan

§ Leads project status meetings

§ Provides weekly and monthly status reporting to the program manager

§ Assists the program manager in developing materials for the executive steering committee (ESC) meetings

Q

ualifications:
Education & Certifications

§ Bachelor's degree or equivalent experience. Master's degree preferred

§ PMP & PMI-ACP and/or PSM/CSM certification preferred.

Experience

§ Minimum 8 years project management experience

§ Strong analytical skills, is a solid negotiator and facilitator, and has excellent written and verbal communication skills

§ Proficient with Microsoft Office suite or equivalent

§ Proficient with a project scheduling software tool - MS Project Server preferred

§ Must be able to interface at appropriate management levels with moderate customer interface

§ Experience managing insurance or financial services software development projects, as well as ERP/CRM commercial software packages a plus

Specialized Knowledge and Skills

§ Product Life Cycle: Working knowledge of phases of the product life cycle, including engineering specifications, customer requirements gathering, software design and development, testing - including unit, functional, systems and integration implementation/delivery and maintenance in both a Waterfall and Agile Development environment.

§ Systems Integration: Knowledge of how different systems interact, including potential problems and difficulties that may occur.

§ Technical Knowledge: Maintains technical knowledge in assigned areas.
