Under limited direction, this position exercises considerable latitude in maintaining the smooth operation of multi-user computer systems, including local area networks and Telecom. Duties may include setting up user accounts, maintaining documentation and installing system-wide software and allocation of mass storage space, and providing security to computing resources, and backing up systems to provide data integrity. May function in an advisory or leadership role providing direction to professional or technical staff and participates with management in short and long term planning. Coordinates the electronic office systems activities, which may include personal computers, client- servers, electronic mail, on-line and internet resources, local area networks and wide area networks, and standard software products. Interacts with all levels of users and analyzes vendor products. Makes recommendations to purchase hardware and software, and coordinates installation. Trains internal users, may act as a lead and participate in the selection and development of information technology staff.

Examples of Essential Job Functions:
  • Plans and coordinates day-to-day operation and maintenance of all computer systems, network & telephony hardware, VMware, Citrix, and storage systems.
  • Manage enterprise directory services and supporting server infrastructure.
  • Determines comprehensive solution(s) for complex system problems; troubleshoots and evaluates hardware and software.
  • Represents the Commission as a prime technical contact with suppliers and vendors.
  • May function in an advisory or leadership role and provide direction and guidance to less experienced professional staff.
  • Formulates plans and guides the implementation of system changes or upgrades including deployment, resource requirements, testing, documentation, integration and compliance and safety.
  • Plans for future applications of solutions based on new technology.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Commission. Work in a safe manner in accordance with established operating procedures and practices.
  • Project leadership skills including scoping, organizing, scheduling, conducting, and coordinating work assignments to meet project milestones or established completion dates.
  • Experience in the following software packages preferred, Citrix XenApp Administration v5/6, Symantec Backup Exec, Endpoint, VMware v4/5, and WSUS is strongly preferred.
  • Be customer focused.
  • Possess excellent analytical, verbal and written communication skills to accurately document, report, and present findings to a variety of audiences including senior management and senior external parties.

Typical Qualifications:

Knowledge of:
  • System Administration principles, theories, concepts and practices including but not limited to system performance tuning and measurement, back-up, recovery, configuration, TCP/IP and related internet protocol, security/firewalls, web servers, load balancing, Cisco and exchange servers.
  • Extensive technical expertise and application of System Administration principles, theories, concepts and practices including but not limited to system performance tuning and measurement, back-up, recovery, configuration, TCP/IP and related internet protocol, security/firewalls, web servers, load balancing, Cisco and exchange servers.
  • All computer systems, network & telephony hardware, VMware, Citrix, and storage systems.
Ability to:
  • Maintain strict confidentiality and adhere to Commission policies, procedures and administrative regulations
  • Develop, document, and maintain policies, procedures and associated training plans for system administration and appropriate use.
  • Recommend, schedule, and perform software and hardware improvements, upgrades, patches, reconfigurations.
  • Perform and test routine system backups and restores.

  • Represent the Commission as technical expert on external projects.
  • Maintain the confidentiality of sensitive information.

  • Identify issues, analyze and interpret data and develop innovative solutions to a variety of complex matters
  • Contribute to the development of new processes or systems; resolve complex technical problems.
  • Serve as spokesperson or leader on projects; and be a technical expert in one or more information technology areas.

Education and Experience:

Typically requires a Bachelor’s degree in Information Technology or a related discipline, along with seven or more years of progressive professional experience in an Information Technology department primarily in Systems Administration. Equivalent professional experience in a corporate Information Technology may be substitute in lieu of education.

Licenses and Certifications:

Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
