Under limited supervision, designs and develops complex engineering standards and tests to evaluate the operational effectiveness and suitability of products and systems. Develops and implements procedures for product testing, reviews and evaluates test results, drafts comprehensive reports, and recommends production or design changes to ensure quality and performance standards.
Defines, documents, analyzes, performs, and interprets complex operational tests for new and/or modified U. S. Navy products or product components.
Performs professional test and evaluation review and analysis of requirements documentation for the purpose of developing evaluation methods critical in creating an overall operational test and evaluation strategy integrated with other developmental or integrated testing.
Assists the test director in researching and identifying test resources necessary to complete operational testing.
Provides test report technical input based on analysis of test data, questionnaires, and data reduction while also assisting in the administrative completion of reports.
Plans, develops, coordinates, and implements complex engineering projects. Ensures the technical accuracy of the results obtained.
Identifies opportunities for new program initiatives and follow-on tasking for current projects and participates in proposal efforts.
Carries out complex assignments requiring the development of new research concepts or improvement of current techniques and procedures.
Acts as liaison with other departments, divisions, and organizations.
Develops and maintains frequent contacts with customers including those at levels above the project monitor.
Prepares and provides formal briefings to staff and customers and participates in technical discussions at project review sessions and in negotiations with the customer.
Provides guidance to less experienced Test Engineers.
Bachelors degree in engineering or a related scientific discipline plus at least 10 years of military operational experience and/or test and evaluation experience.
Demonstrated experience with Developmental Testing (DT), Operational Testing & Evaluation (OT&E), or follow-On Test & Evaluation (FOT&E)
Demonstrated experience and familiarity with the instructions, procedures and documents required for the Navy and Joint Acquisition process.
Demonstrated experience in developing test criteria and Test and Evaluation Master Plans in accordance with DoD standards.
Demonstrated ability to apply analytical methodologies to evaluate the operational effectiveness and suitability of combat systems, weapon systems, and combat support systems.
Possess a working knowledge of tactical operations, and the mission and role of DoD commands and units tasked to operate in a multi-threat environment.
Strong analytical skills and attention to detail.
Excellent communication, presentation and interpersonal skills.
Demonstrated familiarity with Microsoft Office suite programs including MS Word, Excel, and PowerPoint.
Must be a U.S. citizen and a Secret security clearance is required
