Central Arizona Project (CAP) is the largest supplier of renewable water in the state of Arizona. We operate and maintain a 335 mile long aqueduct and pumping plant system that stretches from our source at the Colorado River to the communities of central and southern Arizona. On a yearly basis, we pump and deliver over 1.6 million acre-feet (over 521 billion gallons) of water to enhance the state’s economy and quality of life and ensure sustainable growth for current and future populations of Arizonans. As a leader in the management and delivery of water to central Arizona, CAP faces a variety of complex legal issues. The CAP Legal Department handles the majority of these issues internally, including matters relating to the Law of the River, Arizona water management, Indian water rights settlements, power generation and transmission matters, Endangered Species Act, real estate, contracts, etc. The department is a small, collegial team of attorneys that works closely with CAP senior management and the Board of Directors, as well as external state and federal government agencies, Indian tribes and others.

Please note: The salary listed for this opening represents our “starting” range, which includes our entry salary rate up to midpoint of the official range. Also, our legal team includes senior-level staff attorneys in addition to staff attorneys.

In this position, you would provide legal advice and counsel to CAP management on a wide range of legal issues relating to contracts, legislation, court decisions and agency actions. You would also prepare legal documents as well as represent the CAP in negotiations, administrative proceedings, and litigation with federal, state and local governments and private parties.
