The Staffing Specialist provides support for the U.S. Census Bureau’s (USCB) staffing and recruitment programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Provides advice on recruitment and placement issues and completing individual personnel actions within established timeframes.
Advises management officials on various types of hiring authorities and appointments.
Works with managers and/or subject matter experts to fill a wide variety of positions through General Schedule grade 15 in assigned divisions.
Determines methods for advertising position, developing job analysis, and selecting/creating questions.
Conducts job analyses and ensuring that the Knowledge, Skills and Abilities (KSAs) selected are job related and measurable.
Develops and posts vacancy announcements under delegated examining and merit assignment procedures; reviewing applications and determine basic qualifications.
Adjudicates veterans' preference.
Prepares and issues certificates of eligibles under delegated examining and merit assignment procedures.
Tracks progress in meeting the 80-day hiring goal.
Responds to appeals associated with staffing actions.
Applies pay setting calculations.
Makes job offers to selectees, preparing offer letters, and following up with appropriate EOD procedures.
Resolves issues associated with hiring actions; Performs regulatory review of SF-52s to ensure appropriate documentation.
Ensures compliance with regulations and other employment program requirements.
Maintains a continuing awareness of current developments in staffing and recruitment.
Provides policy guidance on merit promotion, career programs, recruitment, special employment programs, and internal placement.
Participates in studies concerning organization-wide and government-wide hiring and staffing management issues.
Interprets and applies position classification standards to positions to determine the correct pay category, occupational series, title, and grade level.
Classifies positions and advising management on the efficient and effective use of human resources in the design of both positions and organizations.
Provides position management and organizational design advice and recommendations to agency managers.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor’s degree from a four year college or university preferred; must have five (5) years’ experience with technical knowledge of the following: conducting job analysis; developing crediting plans; preparing vacancy announcements; conducting reviews of qualifications, ratings, and ranking of applicants; preparing selection certificates; and using career connector.
Must have strong writing, proof reading, and editing skills.
