The Staffing Specialist is assigned to develop, implement and facilitate recruitment and placement strategies and staffing services throughout the University of Pennsylvania Health System (UPHS). This role supports UPHS overall Human Resources strategies while effectively and efficiently filling all positions as assigned.

• Recommends recruitment strategies based on market condition
• Assists in the development, implementation, maintenance and measurement of any/all recruitment strategies.
• Works with hiring managers in providing specialized and fiscally sound recruitment services as needed
• Reviews and implements staffing contracts/agreements
• Ensures an available pool of candidates to fill open positions.
• Recruits for open positions as assigned and/or plans for future openings.
• Maintains/Monitors staffing levels for clients
Creating of Position Postings
Works with Hiring Managers and other HR team members to create substantive position postings for our Portal which market our open roles appropriately and attract the desired candidates. Postings are developed and posted in a timely manner from the date of requisition approval. Posts positions as appropriate on other sites (Monster, LinkedIn, specialty sites, etc) Uses resources in an appropriate manner.
Consults with hiring managers and makes recommendations for posting and recruiting strategy. Conducts individual searches in a professional and productive manner, representing UPHS in a manner consistent with our market image. Works to build pipelining strategies and pools for key positions.
Utilizes our recruiting technologies to our best advantage. Provides expert advice and counsel to managers in the use of recruiting technology. Produces reports necessary to communicate with HR team and hiring managers.
Recruiting Methodology and Transactions
Conducts all recruitment activities in accordance with established UPHS practices and prevailing regulations. Serves in a consultative and advisory role with managers to guide them in the selection process. Assures that internal and external hires are hired in accordance with established guidelines and in compliance with policy and prevailing regulations. Works with Compensation, other HR staff and hiring managers to determine appropriate salary offers. Offers of employment are extended according to practice and policy in a timely and effective manner. Information is forwarded to on-boarding services completely and appropriately. Fully documents recruitment activities to assure work flow communication and uniformity of process. Attaches selection tools to candidates as required. Makes recommendations regarding process improvements.
Bachelor’s Degree required, preferably in Human Resources or a related field. At least 5 years of HR experience required with increasing responsibility as an HR Staffing Specialist. PHR certification preferred.

Excellent communication skills (verbal and written).
Proficiency in Microsoft Office and the ability to quickly learn additional computer software applications.
Proven expertise with common tools, processes and applications used in full life-cycle recruiting (i.e. ATS systems, social networking, etc.). Organization and influencing skills.
Keen attention to detail and ability to maintain confidentiality.
Ability to work independently, as a part of a team, as well as to interact at all levels of the organization.
Knowledge of employment laws. Thorough knowledge and practical application of HR disciplines relating to the hiring process (ie: FLSA, Wage and Hour Laws).
This position will conduct full life cycle high-volume recruitment for all non-clinical positions throughout the healthcare system. Typically this includes patient access, clerical and administrative, technicians, service positions, professional roles, management and other roles as assigned.
