TITLE: Staffing and Workforce Manager

JOB SUMMARY: (the purpose of the role)
Under the general supervision of the HR Director, the Staffing Manager assures proper communications, customer service, and quality control that are governed by internal/external customers. The Staffing Manager is responsible for ensuring that the entire agency is adequately staffed with appropriate personnel in accordance with the organization’s established values to meet business needs. In support of that focus, performs surveys and recommends other actions to position Goodwill Industries to attract and retain the best staff, monitors workforce diversity and takes action to improve agency's organizational culture. Promotes critical thinking and continuous improvement through his/her work. Plays a vital role in formulating the “Employer of Choice” image.

The position is responsible for delivering all facets of the staffing and on-boarding throughout the organization, and will innovatively manage the full life cycle of the staffing process for all staff up through Director level, and is a liaison for contractor, intern, and temporary positions in the San Francisco, San Mateo, and Marin counties. S/he is responsible for providing customer service to hiring managers within the
various departments. Assist applicants, hiring managers and HR management with related processes. Provides initial advice to internal and external applicants and hiring managers on HR staffing and on-boarding challenges. S/he implements and continuously improves the redesign of the staffing and on-boarding function, partner, recommend new policies and procedures, ensure compliance with new and existing agency policies and procedures as well as employment laws and regulations, and bring high quality employees into the organization.

The Staffing Manager effectively partners with hiring managers to plan and execute staffing and on-boarding strategies that result in high quality hires that meet business needs. The Staffing Manager ensures that the entire staffing and on-boarding processes are well understood by internal and external customers and creates successful outcomes. S/he will stay current on industry news, trends, best practices and current external recruiting/sourcing/staffing needs and practices. The Staffing Manager develops creative practices and sourcing strategies to continually build a diverse candidate pipeline that support the business by creating community partnerships and solid relationships within schools, associations, social media sites, etc.

This position is responsible for the development and accuracy and approval of all job descriptions, their benchmarking, titles and establishment into the various human resources systems. The Staffing Manager conducts presentations and training for internal hiring managers and external customers. . Provides staffing analysis and assists management in building staffing models. The position will also be responsible for special projects as assigned.

This position directly supervises the Staffing Assistant II, Staffing Assistant I and Recruiter positions and is responsible for ensuring that all of the responsibilities for that position are met. The position provides checks and balances function to ensure quality of the overall staffing and on-boarding HR processes and systems. Identifies trends to recommend changes in process and design to improve functionality and customer service This position is considered part of the Human Resources Management Team and provides support and generates reports accordingly.

Acts as a back-up to the Staffing Assistant and for various functions of the HR Management team.

Accountabilities:
Fully functioning and high caliber staffing and on boarding processes and procedures that include best practices in attracting and hiring the highest caliber of diverse employees to support the business, and ensure that managers are trained on the processes/procedures.
Development and management of relationships with business partners to create a pipeline for candidates for Goodwill, to include liaison with contingency firms.
Fully functioning innovative on boarding process that result in increased employee understanding of the organization, and increases employee engagement.
Ensuring policies and practices and training promote achievement of established philosophies.

Responsibilities:
Staffing and On-Boarding

Recommends vendors and manage relationships (background, drug testing, recruitment agencies, social media, electronic boards, etc.).
Negotiates preliminary MOUs with agencies using Goodwill as a Host site for their services.
Coordinates staffing opportunities throughout the organization.
Provides assistance to management in the analysis and development of staffing plans.
Provide primary consultative support and assistance to hiring managers, applicants and employees with questions about staffing, pre-employment processing, agency policies, programs, and other related HR processes.
Creates and maintains current internal/external relationships by using with associations, schools, web sites, internal bulletin boards, etc.
Gains access to potential applicants through persuasion, influence, and thorough knowledge of the benefits and features of Goodwill Industries services.
Develop and deliver presentations and trainings to internal and external customers.
Establish and deliver an innovative on boarding process that results in increased employee understanding of the organization, and increases employee engagement, and helps employees get off to the fastest start possible.
Manage the acquisition and headcount plan, and proactively develop qualified pool of candidates to meet business needs in accordance with the plan.
Evaluate staffing and on-boarding functionality, systems, processes and other staffing situations and make recommendations to HR management as appropriate.
Assist in negotiating terms and conditions for various contingency firms, assures contracts current.
May assist in conducting new hire orientation of new employees by assuring legal and agency documents are accurately completed and agency benefits and enrollment provisions are effectively communicated.
Analyzes exit interview data and makes recommendations to increase retention.
Analyzes the ROI results on recruitment techniques and takes corrective action.
Analyzes the agency wide planned headcount needs and develops action plan.
Manage immigration issues and works with homeland security hiring protocols.
Other related responsibilities, as assigned, to support specific department/business needs.
Administration

Assure proper communications, customer service, and quality control that are governed by internal/external customers.
Oversees recruitment budget and assists with management of recruitment costs and ensures budget is allocated appropriately throughout the year based on the headcount plan.
Oversees the implementation and maintenance of the Applicant Tracking systems and other related processes and systems.
Produces and formats presentations, training curriculum, reports, graphs and charts and timelines.
Creates PowerPoint presentations for recruitment, new hire and on-boarding activities.
As a representative of the agency, maintains appropriate professional and courteous manner in communicating with members of outside agencies, vendors, participants, applicants and employees.
Independently completes special projects such as researching salary information, reports or presentations.
Participates in assigned committees or related agency activities.
Maintains a broad-based knowledge of the business across functions, customers and partners.
Takes minutes and exercises judgment about what is required to be included.
Coordinates and schedules meetings.
Acts as back up to Staffing Assistant II
Document Control, Auditing and Reporting

Assist in development of Human Resources Information Systems to insure data elements accurately reflect operational practices and processes.
Ensures integrity and quality of Human Resources documentation in related processes.
Make recommendations for continuous improvement to procedures, standards, software and equipment to facilitate work and maintain documentation quality.
Ensure continuous improvement of processes, systems, and work by investigating and determining cause of faulty work, and consulting with management to advise corrective measures.
Analyze facts or circumstances surrounding individual problems and processes and in order to determine what action should be taken to meet the needs of the agency, applicant, or hiring manager within the limits of standard practices.
Generate and ensure accuracy of management, government (e.g. EEO) and auditing reports as necessary to validate the integrity of the human resources information systems and produce data driven decision making.
Develop, ensure accuracy and approve of all job descriptions and titles and their establishment into the various human resources systems and ensuring compliance with State and Federal laws.
Evaluate any job descriptions for ADA accommodations.
Conduct market based benchmarking for each job description.
Assist in the compensation analysis and development of salary structures.
Applicant and Employee Relations

Assist employees and supervisors in interpreting staffing HR policies and procedures.
Keeps management advised of potential problem areas and recommends/implements solutions as appropriate.
Respects and has knowledge of cultures, ethnicities, gender, sexual orientations and age groups other than one’s.

QUALIFICATIONS: (education, work experience, and technical competencies)

College degree in business with a concentration in human resources OR related field OR minimum of (5) years of experience in Human Resources or staffing environment with full life cycle knowledge.
Minimum of (2) years of experience with supervision of direct reports
Minimum of (2) years performing workforce analysis and reporting from employer perspective
Ability to maintain highest levels of confidentiality
Demonstrated enthusiasm, drive, and energy in building internal and external partnerships and promoting Goodwill Industries in a professional manner
Excellent in-person, phone, and electronic based interpersonal skills
Excellent persuasive verbal and written communication skills
Experience in recruiting and conducting searches up through the Senior Director levels.
Strong knowledge of HRIS, Excel, Word, Power Point, Outlook and Applicant Tracking.
Knowledge of commonly-used concepts, practices, and procedures within human resources.
Experience training hiring managers on new processes.
Ability to promote, influence processes and maintain favorable working relationships and promote customer satisfaction at all levels.
Strong attention to detail, and well-developed time management skills.
Excellent customer service skills and business acumen.
Strong organizational skills and ability to multitask.
Effective team player as well as with self-managed projects.
Strong knowledge of staffing laws and practices.
Trained in Behavioral Interviewing preferred.
Experience in developing and delivering presentations and trainings to internal and external customers.
Utilizes self-learning systems.
Must be able to travel to various recruitment and community partner sites throughout the greater bay area on a regular basis.
Must be able to work in a fast-paced, pressured work environment
