The Supply Chain Organization’s (SCO) directive is to strategically source quality materials and services at lowest total cost using a supplier management program that leverages best-in-class people, systems and processes.

The Strategic Sourcing Manager (SSM) is responsible for overseeing the supply chain cycle for a specified area of spending. The SSM – Indirect Services will be responsible for the organization’s spend for Information Technology – Hardware and Software, Telecom, Travel, Utilities and Professional Services.

The incumbent will be considered the U.S. Tower Division's subject matter expert in his/her functional area and will at times collaborate with American Tower's Corporate and International operations to achieve expected buying goals and cost savings

The SSM will be expected to bring best-in-class practices, sourcing methodologies and execution to the position.

The SSM will lead American Tower’s commodity and sourcing strategy development, execution, and end supply chain performance management to achieve best-in-class product quality, cost, delivery and performance.

The SSM will develop supplier partnerships to optimize total cost of ownership and improve overall supply chain effectiveness and responsiveness.

The incumbent will lead a team capable of successfully implementing and managing these strategies and associated initiatives.

The SSM will need to think creatively and challenge the status quo processes while upholding the highest integrity and compliance.

Job Requirements

ESSENTIAL FUNCTIONS

Manage spending and supplier relationships for internal and/or external customers.

Staff and develop a high performing and motivated strategic sourcing team responsible for globally interfacing with business and supplier partners to execute holistic end-to-end commodity strategies

Manage functional skill building within the assigned team and commodity structure to improve capabilities and skill sets of the professional team

Prioritize staff and project team workloads to meet product needs and objectives in all areas

Ensure organizational goals are met, including budget, savings, and supplier performance measures

Negotiate favorable strategic supplier contracts with best terms and conditions

Develop, prepare, and manage contracts, including creating contract amendments and managing contract compliance

Facilitate the resolution of issues and align contractual relationships with company objectives

Lead structured analysis of supplier industry, economics and market conditions for the assigned commodities.

Keep teams current on key market indicators, commodity trends, and market intelligence.

Develop spending, savings and opportunity analyses

Manage the total cost of the supplier relationship and participate in supplier scorecard evaluations and benchmarking.

Administer, follow up and verify corrective actions are being implemented for key underperforming suppliers as established through supplier quality metrics, scorecards, and audit reports.

Conduct supplier business reviews

Identify process improvement opportunities.

Contribute to the creation or amendment of Supply Chain policies and processes and maintain supplier master policies and structure

SUPERVISORY RESPONSIBILITIES:
Manage the performance of Purchasing Agents, Specialists and/or Buyers.

Recruit, develop and retain staff, partnering with Senior Management, Recruiting and Human Resources.

This includes on-boarding and orientation for new hires.

Provide disciplined performance management for team.

Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.

Create strong collaborative team environment

Proactively identify and resolve personnel issues in conjunction with Human Resources

QUALIFICATIONS:
Category management experience in Procurement department, strong negotiation and cost saving skills, and a demonstrated process improvement background

Demonstrated success in identifying and synthesizing needs into a concise, clear and influential presentation, with a focus on consistent and concise message delivery.

Able to work effectively across many internal functional groups to optimize product offerings and resolve issues

High degree of financial acumen and problem solving ability

Excellent interpersonal and communication skills

Ability to manage multiple projects concurrently

Strong relationship-development skills resulting in long term mutually beneficial client relationships.

Self-motivated; able to work both independently to complete tasks and respond to department requests and to collaborate with others to utilize their resources and knowledge in identifying quality solutions

Strong organization, planning and project management skills; ability to prioritize tasks for both self and team to meet business requirements and deadlines

Strong leadership skills; ability to drive and motivate team to achieve results.

Ability to work in a time-sensitive and high volume environment

Ability to drive work both independently toward the successful attainment of department goals and project completion dates and as part of a team to leverage input and knowledge base of others within the company in providing well-rounded and thoughtful information and solutions

Ability to identify key contacts for follow up; excellent ability to communicate project and status updates to team and cross-functionally to ensure understanding.

Good strategic and problem solving skills to effectively influence decision making in key negotiations.

EDUCATION AND EXPERIENCE:
Bachelor’s degree required, preferably in Engineering, Business, or Supply Management.

MBA preferred

Minimum of five years professional experience in Supply Chain and/or Strategic Sourcing with a track record of meeting and exceeding assigned goals and objectives

Experienced in management of supplier relationships and negotiating statements of work (SOWs) and service level agreements (SLAs)

Three years of management experience preferred

Wireless telecommunications industry experience is preferred, including sourcing or working in the construction or operations functions

Professional Certifications preferred (CPM, CPSM or CPIM)

Oracle supply chain modules experiences preferred

ENVIRONMENT:
Approximately 90% performed in climate-controlled internal office environment working under normal office conditions.

Approximately 10% travel may be required in support of the position’s responsibilities.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and fingers to feel and handle, reach with arms and hands, talk, and hear.

While performing the duties of this job, the employee frequently is required to stoop, kneel and crouch, lift weight or exert a force up to a maximum of 25 pounds.
