The purpose of this position is to manage the activities of the Financial Analysis and Feasibility Review group of the Strategic and Innovative Solutions Department. This position will supervise the preparation of project feasibility studies, assist with the development and monitoring of performance metrics and provide support for the activities of the Director of Business Ventures. In addition, this position will supervise the preparation of cost allocation plans, T&R reports and other cost and revenue related consultant and internal engagements. This position will coordinate the activities associated with the implementation of the tolling services agreements. Other duties include supporting the activities of the Assistant Executive Director of Strategic and Innovative Solutions in the development and implementation of the infrastructure investment fund.


Responsible for developing, implementing and managing the process for evaluating the economic feasibility of potential projects for the Authority and reporting the results to the Assistant Executive Director of Strategic and Innovative Solutions. Analyzes data, coordinates and organizes presentations for oral and written communication to the NTTA Executive Team. Works in coordination with departmental executives and consultants developing and implementing

Manages the development and monitoring of performance metrics.

Supports special projects as needed. Communicates and meets with executive management, department heads, and consultants, as needed to obtain information, respond to inquiries and report results.

Manages the preparation and/or presentation of oral and graphical reports to the Director of Business Ventures and Chief Strategic Officer.

Manages cost and T&R consultant relationships.

Supervises the preparation of Special Projects System financial plan.

Serves as a liaison with other divisions and departments; negotiates and resolves issues.

Manages staff to ensure that all assignments are completed timely and accurately and that all deadlines are met.


Formal Education

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelors degree-level of study


Over five years up to and including seven years.


Work requires the direction of a permanent staff of four to five employees.

Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Budget Responsibility

Prepares budget documents; and does research to justify language used in documents for a unit or division of a department. May recommend budget allocations.


Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.


Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.


Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Certification &
Other Requirements

Bachelor’s Degree in business, finance or accounting required. Experience working in a public sector agency with high level officials preferred.
