We are seeking an accomplished purchasing professional for the position of Subcontract Administrator, reporting to the Manager of Purchasing & Logistics.

The Subcontract Administrator will work with program management and engineering to administer large, complex and high value subcontract procurements in an Integrated Product Team (IPT) environment. The Subcontract Administrator will manage a large portfolio of developmental scale subcontracts and will be the focal point for all subcontracting activities from initial identification of subcontracting opportunities through award and close out. The successful candidate will:

o Perform market analysis and conducts pre-award subcontract risk assessments. Leads make vs. buy analysis. o Ability to draft proposal packages based upon analysis and risk assessments. Creates requests for proposal/information. Leads proposal evaluation and down select processes.

o Create procurement summary, source selection and negotiation plans. o Leads EBA&D negotiation team in developing strategies and conducting negotiations o Creates and maintains procurement file documentation in accordance with internal work instructions, Federal Acquisition Regulation (FAR) requirements, applicable laws, regulations and customer contractual requirements. o Writes the Purchase Order subcontract. Administrates the procurement process within the IPT, ensuring delivery to program technical, Quality, cost and schedule objectives are achieved.

o Performs change management, dispute resolution and subcontract close-out. o Perform Procurement Compliance reviews and participate in internal audits. o Coaches others in good procurement practices. o Exhibits excellent business judgment required to work effectively to resolve supplier issues.


The successful candidate must have a BA/BS or MA/MS in supply chain, business, acquisition management, finance or law.

o A minimum of 10 years purchasing and/or subcontract administration experience to include tactical purchasing as well as administration of complex, developmental scale government and commercial subcontracts.

o The candidate will possess an in-depth knowledge and understanding of government contracting regulations and best practices of subcontracting for hardware, services and capital equipment. o Has broad proposal experience to include source selection, teaming, SOW review, proposal review and evaluation, price/cost analysis and subcontract file due diligence requirements.

o Experienced in contract administration for fixed price and cost plus subcontracts. o Proven FAR/DFAR knowledge and experience is required. CPSR audit experience a plus. The candidate must have excellent written and verbal communications skills. Energetic, ability to work independently, processes an entrepreneurial spirit. Experienced in operating in IPT

's. Certification: CPSM and/ or CPCM certification a plus.
