About the Contract: The Contractor shall provide for the continued program management support for the Defense Health Services System (DHSS) Program Executive Office (PEO). DHSS makes multi-level healthcare management information available by receiving, validating, editing, processing, aggregating, and integrating all data as a result of healthcare encounters for the military active duty, retirees, and their dependents. This information is necessary not only at the front lines of healthcare delivery at Military Treatment Facilities (MTF), but also for decision-makers in the offices of Lead Agents (LA) and at corporate levels. Corporate level includes Intermediate and Major Subordinate Commands, Unified and Specified Commands, Surgeons General, the TRICARE Management Activity (TMA) and Office of the Assistant Secretary of Defense Health Affairs (OASD (HA)).

These services require DHSS to receive and process over one billion healthcare records per year from multiple sources and systems. The DHSS systems and support center provides a single location for all federally funded organizations and other Information Technology (IT) systems to receive MHS healthcare data.

Position Description: This position supports the TMA Defense Health Services System (DHSS) Program Executive Office (PEO) by providing system interface management support for the DHSS system architecture and the following suite of DHSS products: Military Health System (MHS) Data Repository (MDR), Military Health System (MHS) MART (M2), Protected Health Information Management Tool (PHIMT), Clinical Data Mart (CDM), Purchased Care (TRICARE Encounter Data (TED)/Patient Encounter Processing and Reporting (PEPR)), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE), OKC Portal and touch labor for the infrastructure located at the Buckley Air Force Base in Denver, CO. This suite of products provides timely, accurate, and appropriate decision support information to those charged with the responsibility for managing the delivery of healthcare. The DHSS systems and support center provides a single location for all federally funded organizations and other Information Technology (IT) systems to receive MHS healthcare data.

This position maintains interface management processes including all DHSS components throughout the product life cycle. This position manages DHSS interface control processes and plans and maintains the inventory of DHSS interfaces within the Interfaces Management Spreadsheet that documents the status of existing interface specification documents, or documents that are under development as assigned by the DHSS Change Control Board. The inventory is used to allow the DHSS Systems Engineering and DHSS Operations organizations to prioritize the production of new interface specifications and the maintenance of existing interface specifications. The position produces Interface Requirements Documents, Interface Control Documents and Interface Data Descriptions by compiling the content of interface requirements or specifications data packages provided by DHSS developers, clients, or the DHSS Program Executive Office. The position also maintains the interface management document repository, which consists of a physical central document repository for all interface specification documents, procedures and agreements.
This position is contingent upon contract award.

Responsibilities Include:

Designs and defines system architecture for new or existing complex computer systems. Determines systems specifications, input/output processes, and working parameters for hardware/software compatibility and maintenance of system security. Coordinates design of subsystems and integration of total system. Identifies, analyzes, and resolves program support deficiencies. Develops and recommends corrective actions. May provide technical guidance for database administrators and software developers.

Qualifications for this position include:
  • Security Clearance – Public Trust
  • Healthcare experience
  • Systems engineering experience with industry standard work products and control procedures that comply with the systems architecture requirements employed for DHSS systems.
  • Experience managing and controlling system interfaces throughout the product lifecycle.
  • Experience maintaining a systems interface inventory to facilitate the prioritization of the production of new interface specifications and the maintenance of existing interface specifications.
  • Experience producing Interface Requirements Documents, Interface Control Documents and Interface Data Descriptions.
    An in-depth understanding of the configuration change control process and the role of the Change Control Board within the TMA/DHSS environment.
  • Experience maintaining a physical interface management document repository for interface specification documents, procedures and agreements.
  • Ability to establish and maintain effective working relationships with DHSS support and supervisory staff and assure that proper communication channels remain open at all times.
  • Knowledge of computers and the following software: Microsoft word-processing, spreadsheets, databases, and graphic programs.
  • ADPII Public Trust Clearance or the ability to obtain one.
  • TMA/DHSS experience is mandatory for this position.

Education: Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10+ years of professional experience; or 8+ years of professional experience with a related Masters degree.
