Position Summary: The primary purpose of the Substance Abuse Counselor is to provide professional and ethical application of tasks and responsibilities of addictions counseling to include clinical evaluation, treatment planning, referrals, service coordination, client and community education, client and group counseling, and documentation. This position works under the supervision of the Clinical Supervisor and/or Program Director. This position will maintain a caseload within the guidelines of Chapter 65D-30; caseloads within a Residential Therapeutic Community will not exceed 15 clients.
Facilitate group sessions for educational group, process group, and phase group as assigned. Adhere to treatment curriculum topics. (35%)
Keep all files in compliance with Chapter 65D-30 and initiate and maintain all paperwork required by funders, administrators, and applicable rules and law. This includes describing and documenting treatment process, progress and outcome. (30%
Provide substance abuse evaluations of clients screened as appropriate for treatment by Department of Corrections. Analyze and interpret data to determine treatment recommendations. (10%)
Provide the client with individual sessions to assess treatment and recovery progress and make appropriate changes to the individual service plan to ensure progress toward treatment goals. (10%)
Document assessment findings and treatment recommendations. With the client, develop a mutually acceptable individual service plan and method of monitoring and evaluating progress. (5%)
Inform client of confidentiality rights, program procedures that safeguard them, and the exceptions imposed by regulations. (5%)
Review all client issues or needs with Clinical Supervisor, Program Director or designee. Attend and participate in staff meetings as scheduled. (5%)
Knowledge and Critical Skills:
Master’s degree in counseling, sociology, psychology or other behavioral science and one year of professional experience in chemical addiction counseling and/or mental health counseling; or Bachelor’s degree in counseling, sociology, psychology or other behavioral science and two years of professional experience in chemical addiction counseling and/or mental health counseling; or Associate’s degree in counseling, sociology, psychology or other behavioral science and four years of professional experience in chemical addiction counseling and/or mental health counseling; or High school diploma/GED and six years of professional experience in chemical addiction counseling and/or mental health counseling.
Ability to establish rapport, including management of crisis situations and determination of need for additional professional assistance.
Provide case management services for clients as necessary, to benefit successful and effective delivery of counseling services.
Provide a written discharge plan establishing appropriate follow up care for all clients who receive a documented alcohol or drug abuse assessments.
Working knowledge of MS Office. Ability to use computer for case management notes.
Skill in applying accepted criteria for diagnosis of substance use disorders in making treatment recommendations. Ability to gather data systematically from the client and other available sources, using assessment instruments and other methods
Ability to screen for psychoactive substance use and symptoms; aggression or danger to others; potential for self-inflicted harm or suicide; and coexisting mental health problems.
Ability to analyze and interpret data to determine treatment recommendations.
Demonstrate respect and non-judgmental attitudes toward clients in all contacts with professionals and agencies.
Apply counseling strategies to the individual characteristics of the client, including but not limited to disability, gender, sexual orientation, developmental level, culture, ethnicity, age, and health status.
Have a working knowledge of appropriate Employer personnel policies and rules for ethical conduct as outlined by the National Association of Social Workers
Ability to facilitate group growth within the established ground rules and movement toward group and individual goals by using methods consistent with group type.
Demonstrated knowledge of accepted principles of client record management in accordance with Department of Children and Families regulations.
Professional and Ethical Responsibilities:
Adhere to established professional code of ethics that define the professional context within which the counselor works, in order to maintain professional standards/boundaries and safeguard the client.
Adhere to Federal and State laws and agency regulations regarding the treatment of substance use orders.
Obtain appropriate continuing professional education.
Ability to pass Level II Criminal Background Screen and drug testing.
Requires appropriate business-like apparel during work hours. Work will be performed inside correctional facility in the State of Florida that may require moving from one work area to another within the correctional facility. Frequently work may be interrupted by security issues. Scheduled activities may move at a face pace. May be exposed to hot or cold environment when assigned to supervise recreational activities. Position requires frequent contact with individuals with criminal backgrounds.
