Under limited supervision, supervises nurses in a variety of professional nursing and patient care services to support the functions and operation of the Public Health or Behavioral Health Departments clinics. Assures that effective and appropriate care is provided.

· Provides nursing care including but not limited to nursing procedures, medical treatments, and medical assessments in a home, office or other setting as authorized by their scope of practice under their Registered Nurse License.

· Guides, supervises, schedules and assists staff; prioritizes and assigns cases and tasks; develops staff skills; conducts performance evaluations; identifies training needs and provides training for staff.

· Provides leadership, counseling and guidance on professional responsibilities and technical skills.

· Reviews cases, and assigns to staff; facilitates and guides development of nursing assessment and treatment plans; reviews and critiques progress notes and performance outcome measures; performs ongoing risk management assessment of cases and staff.

· Leads and manages multi-disciplinary team meetings to review patient caseload, treatment, concerns, and recommendations; assures that appropriate services are provided; assures effective communications between programs; prepares and presents progress reports.

· Analyzes trends, and evaluates program requirements and resource utilization; coordinates program planning and evaluation; coordinates protocols to integrate services with other programs.

· Monitors operations and procedures, and develops recommendations for improving the organization's functions and processes.

· Performs a wide range of general administrative duties; reviews and approves documentation.

· Utilizes specialized techniques for emergency interventions, and prevention of violence.

· Reviews and audits patient and clinical files, and billing records for all patient contacts.

· Provides individual and group therapeutic services required to successfully engender psychological stability and personal independence; facilitates group therapy sessions.

· Develops and enhances cooperative professional relationships with local community agencies.

· Provides consultation and training to other organizations in the community; conducts presentations and training programs to communicate the roles and functions of the mental health programs.

· Maintains expertise in field of service through participation in applicable educational opportunities.

· Adheres to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended; maintains and enforces all aspects of confidentiality of client information.

· Performs other related duties as assigned.

Minimum Qualifications:

· Bachelor’s degree in Nursing, and five (5) years professional experience in public or private health setting as a Registered Nurse. One (1) year of experience in Butte County preferred.

· Must be licensed as a Registered Nurse by the State of California, and remain active with all annual licensing requirements.

· A valid State of California driver's license may be required.

Environmental Factors and Conditions/Physical Requirements:

· Working conditions are various home and health clinic settings, full manual dexterity and visual acuity required; some non-standard work hours are required.

· Must work with a highly manipulative, questionably motivated and clinically challenging patient population; must be able to maintain professional composure and clinical effectiveness.
