Directs and coordinates operational, administrative, management, and supportive services of a military post office in accordance with DoD and USPS regulations; coordinates activities of workers engaged in postal and related work in assigned military post office; reports to the Manager, Community Services.
Investigates and resolves complaints and/or irregularities within the postal area and researches and answers technical questions for subordinate postal employees.
Prepares and submits detailed and summary reports of post office activities to designated supervisor.
Monitors all areas of postal operations and mail movement to include Registry Section, Directory, Postal Finance, Supply and Inspection process on a continuing basis to ensure operating procedures are being followed and internal security is being observed.
Performs effective verbal and written communication with senior management, ensures customer procedure and regulatory compliance, performance work statement execution, safety implementation, and facility maintenance.
Assume responsibility and leadership for Postal Services department by providing vision, goals, and direction for staff to follow within PWS and budgeted programming areas.
Works under minimal direction in a team orientated environment.
Selects, supervises, trains and evaluates staff; prepares and conducts employee evaluations annually for direct reports and ensures that direct reports are completing employee evaluations annually; ensures all Postal Services personnel actions are properly reviewed, approved, and coordinated with HR.
Prepares and administers the departmental budget, including preparation of forecasts of expenditures, fees and charges, and revenue sources; manages all aspects of budget development.
Directs the establishment and maintenance of files and records of departmental activities; ensures that appropriate records retention and turnover plans are developed and implemented throughout the Postal Services department.
Ensures KRS policies, procedures, instructions, and guidelines are followed by Postal Services personnel; ensures an appropriate schedule to regularly review and revise operational policies and procedures is established and implemented throughout the Postal Services department.
Ensures SeeSOR evaluations are performed and entered into SeeSOR as required.
Performs other duties as assigned or required.
JOB SKILLS & KNOWLEDGE REQUIREMENTS
Ability to plan, develop, coordinate and direct the Postal Services program and to provide highly responsible, professional and technical staff assistance.
Excellent written and oral interpersonal communications skills, skills to evaluate and resolve complex problems and situations, uncompromising ethics, and a strong sense and sensibility for customer service.
Strong decision making skills and the ability to work independently.
High level of interpersonal and organizational skills to provide individual and organizational leadership for the programs, coordinate communications, and resolve personnel issues and conflicts.
Demonstrated effectiveness in hiring, developing, and motivating staff is needed along with strong multi-tasking, independent decision-making, and organization abilities.
High level of knowledge of principles and practices of organization, administration, budget and personnel management.
Required: 4-5 years experience in positions of increasing responsibility with staff supervision in Postal Services, Customer Service or business related fields.
Desired: 5+ years experience in positions of increasing responsibility, including 2 years as a manager or director in military postal services or business-related field.
Required: Associate's degree in Business Administration or related discipline.
Desired: Bachelor's degree in Business Administration or related discipline.
OTHER SPECIAL QUALIFICATIONS
This is a position of Public Trust.
Must be able to relocate to the Marshall Islands.
You and authorized dependents, if any, traveling to Kwajalein ar erequired to have a valid passport in your possession prior to departure. You and your dependents must maintain a current passport during your stay on the island.
