Location: This position is within the Office of Acquisition, Strategic Acquisition Center, in Fredericksburg, VA.

DUTIES: As Supervisory Contract Specialist the incumbent:
· Exercises supervisory authority and responsibility involving work assignment and review for a group of employees at grade level GS-11 through GS-13.
· Performs administrative and personnel management functions relative to staff supervised.
· Develops acquisition strategies, including determining pre-negotiation positions, types of contracts and negotiation authorities, and preparing justifications;
· Directs a full range of contract administration actions including contract modifications, negotiations of changes, exercising of options, resolution of delays, disposition of claims, tracking contractor performance and other related matters;
· Advises, coordinates, negotiates and administers contractual actions with other offices within VA and with other Government agencies for the following types of contracts: fixed price, cost-type, and incentive contract arrangements for complex services and commodities.

QUALIFICATIONS REQUIRED: To meet the minimum qualification requirements for this Supervisory Contract Specialist, GS-1102-14 you position you must have:

A . At least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-13 level (but may also have been obtained in the private sector) and have provided the applicant with the knowledge, skills, abilities and other characteristics to perform successfully the work of the position, including: (1) mastery of Federal procurement regulations and contracting policies, procedures and techniques sufficient to prepare sound solicitation documents, and to award, administer and close out contracts; (2) skill in planning, developing and implementing contracting strategy for multi-year acquisition programs or systems involving successive program stages; (3) skill in directing activities of other contracting staff by providing guidance and training; (4) demonstrated ability to establish goals and objectives, plan work to be accomplished by subordinates, and establish work schedules, priorities and procedures; (5) competency communicating orally and in writing to present complex information, provide guidance, and to negotiate or resolve complex or sensitive problems

B. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception to Experience and Education Requirements: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience in order to qualify for promotion to a higher grade.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

REQUIREMENTS: · Background Investigation: You may need to successfully complete a background investigation before appointed into the position.
· Supervisory Probationary Period : You may be required to serve a one year supervisory probationary period.
· Time in Grade (TIG ): Current employees, Transfer and/or Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade GS-grade level to be eligible under Merit Promotion. An SF-50 must be provided which shows your current pay plan/series/grade to verify time-in-grade requirements are met. Failure to provide an appropriate SF-50 will result in an ineligible rating.
· Relocation Expenses: Relocation expenses are not authorized for this position.

  • FAC-C Level III Certification: Y ou must have a FAC-C Level II and be eligible for a FAC-C Level III Certification, or industry equivalent contract management certification.   • HOW YOU WILL BE EVALUATED: CATEGORY RATING : Your application will be evaluated and rated under Category Rating selection procedures.
