As Supervisory Contract Specialist the incumbent:
Exercises supervisory authority and responsibility involving work assignment and review for a group of employees at grade level GS-11 through GS-13.
Performs administrative and personnel management functions relative to staff supervised.
Develops acquisition strategies, including determining pre-negotiation positions, types of contracts and negotiation authorities, and preparing justifications;
Directs a full range of contract administration actions including contract modifications, negotiations of changes, exercising of options, resolution of delays, disposition of claims, tracking contractor performance and other related matters;
Advises, coordinates, negotiates and administers contractual actions with other offices within VA and with other Government agencies for the following types of contracts: fixed price, cost-type, and incentive contract arrangements for complex services and commodities.

To meet the minimum qualification requirements for this Supervisory Contract Specialist, GS-1102-14 you position you must have:
. At least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-13 level (but may also have been obtained in the private sector) and have provided the applicant with the knowledge, skills, abilities and other characteristics to perform successfully the work of the position, including: (1) mastery of Federal procurement regulations and contracting policies, procedures and techniques sufficient to prepare sound solicitation documents, and to award, administer and close out contracts; (2) skill in planning, developing and implementing contracting strategy for multi-year acquisition programs or systems involving successive program stages; (3) skill in directing activities of other contracting staff by providing guidance and training; (4) demonstrated ability to establish goals and objectives, plan work to be accomplished by subordinates, and establish work schedules, priorities and procedures; (5) competency communicating orally and in writing to present complex information, provide guidance, and to negotiate or resolve complex or sensitive problems

Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception to Experience and Education Requirements:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience in order to qualify for promotion to a higher grade.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
