  • Perform on-going evaluations of the overall performance of various components resulting in recommendations to improve overall operating efficiency and effectiveness.
  • Participates in the development, operation, and management of large-scale financial systems.
  • Conducts cost benefit analyses, special studies, reports, surveys, inquiries, evaluations, and projects.
  • Analyzes accounting requirements for automating systems in terms of loan servicing, mortgage insurance premium payments, and portfolio reconciliations.
  • Defines system specification, reviews coding structures and tests system operations.
  • Develop acceptance standards for automated systems and reviews compliance with these standards.
  • Support Division staff in efforts to improve system operations.
  • Develops and maintains complex automated systems generating financial data used to collect mortgage insurance premiums and provide lender assistance.
To meet the basic qualifications requirement for this posiiton, for the GS-13 level you must possess one year of specialized experience equivalent to the next lower grade in the Federal service (GS-12). Specialized experience is defined as : experience in solving analytical problems as they relate to processing functions involving computers and other automated systems; applying analytical methods to develop new or modified work processes, computer programs and automated data management procedures; conducting technical training on systems operations and changes; preparing graphs, charts and written reports based on computer reports; and effectively communicating conclusions and determinations orally and in writing.

If you meet the minimum qualifications, your knowledge, skills, and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment questionnaire. If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score that places you in the Best Qualified group to be considered qualified. The KSAs for this position are:

  • Knowledge of Federal Housing Administration (FHA) mortgage insurance programs.
  • Knowledge of computer and data systems to analyze FHA mortgage insurance activities and processes and support management oversight of post-endorsement servicing operations.
  • Knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning the effectiveness and efficiency of FHA programs.
  • Knowledge and skill in presenting accurate findings and the ability to make feasible and responsive recommendations both orally and in writing.

Supervisory Probationary Period: If the individual selected for this position has not previously served as a supervisor or manager in the Federal service, he/she will be required to serve a probationary period. This period will not exceed 1 year. If the individual does not satisfactorily complete the probationary period, he/she will be reassigned to a position of no lower grade and pay than the position from which transferred, reassigned, or promoted. New appointees to the Federal service or to HUD may be subject to removal for failure to complete the probationary period
