This position is located in Region 6 on the Colville National Forest located at the supervisors office in Colville, Washington. This is a permanent full-time Supervisory Engineering Technician position. The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply. KEY REQUIREMENTS

Males born after 12/31/59 must be registered with the Selective Service. DUTIES:

Responsible for performance and supervision of project road design work.

Participates in prebid, bid openings, and preconstruction meetings.

Prepared final road package plans, including design, cost estimates, specifications, and contracts. Manages forest road database and road maintenance plans.

Administers construction and maintenance contracts. Serves as COR or ER.

Performs quality assurance inspections on road and structure construction and maintenance contracts. QUALIFICATIONS REQUIRED:

You must possess the Basic Requirements identified below to be considered eligible for this position. Your application or resume must clearly show that you possess the appropriate experience requirements.

Specialized experience directly related to this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Qualifying experience for the GS-10 level includes at least one year of specialized experience equivalent to the GS-09 level performing work related to the duties of this position.

Examples of specialized experience include: attended pre-bid and bid opening conferences to discuss principal construction features and requirements, in terms of methods and equipment. Conduct detailed site surveys, such as plotting of profiles and cross sections, setting stakes to mark pertinent features, and/or investigating foundation; informing contractor of requirements concerning construction scheduling, progress reporting, safety measures, wage and labor relations, and/or payroll records.

Qualifying experience for the GS-11 level includes at least one year of specialized experience equivalent to the GS-10 level performing work related to the duties of this position.

Examples of work experience includes: evaluating design and engineering process specifications and objectives; identifying the most economical and efficient procedures for project design and performance. Developing design details and drafting specifications for complex engineering projects. Performing or directing surveys and field investigations to determine condition of facilities and layout information.

CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician’s quality experience.

May be subject to satisfactory completion of one year probationary or trial period.

You will be evaluated based on the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire.
