Air Force Employee (Current Permanent Competitive Service Career/Career-Conditional Employees and Current Permanent AF DCIPS Employees with Reinstatement Rights to the Competitive Service).

Position Summary:
The primary purpose of this position is to serve as the senior functional advisor and analyst in design and development of automated systems and, as such, develop funtional logic and edit criteria.

LOCATION: Air Force Research Laboratory, Rome Research Site, Rome NY

MAJOR DUTIES:
  • Performs system analyses of complex programs and major problems associated with logistics systems. Develops functional guidance for new systems and for system modifications.
  • Develops, refines, and interprets policies and procedures related to one or more DOD program.
  • Coordinates with representatives of other organizations concerning sensitive and/or complex issues and their relationships to other logistics management functions, processes and organizations.
  • Carries out important logistics program planning, management and evaluation responsibilities.
  • Performs program planning and budgeting and determines funding priorities for logistics program operations for a major command or a major geographical region.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE:
Applicants must have at least 1 year of specialized experience equivalent to at least the GS-11 grade level.

Specialized experience is experience developing, organizing, coordinating, and/or analyzing current and/or future supply system operations which may include developing goals, objectives and /or milestones for process improvement in the wholesale supply area.

TIME-IN-GRADE (TIG) Restrictions for GS Positions: TIG is applicable to all federal employees who have held a GS position in the last 52 weeks. Applicants must have served at least 52 weeks at the GS-11 grade level within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral). The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

Your Official Personnel Folder (OPF) must contain transcripts that list the appropriate academic field (e.g., biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed) which appear to satisfy the qualification requirements of this position for which you are applying. Education is qualifying only in those instances where the education is directly related to the position being filled.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
