Duties:
Employee will serve as a Supply Technician within the Material Management Section of Logistics Service at the Black Hills Health Care System (BHHCS), at Ft. Meade and Hot Springs SD, that involves inventory management, determining requirements, initiating procurement, and storage and distribution of medical supplies. Duties include, but may not be limited to: Establishes and manages Primary and Secondary Generic Inventory Program Points (GIP) utilizing the bar code technology. Makes complex purchases using federal supply acquisitions regulations and business practices. Maintains inventory levels and reorder points in the program to ensure total accountability of supplies. Procures hospital, medical and general supplies to assure rapid delivery of goods and services in direct support of the hospital and clinics. Performs the full range of procurement duties using automated procurement systems such as, but not limited to, placement of purchase orders, distribution and filling of orders. Prepares, controls, verifies and abstracts procurement documents and reports. Determines appropriate procurement in support of socioeconomic programs such as small business set asides, labor surplus area procurement, minority and socially disadvantaged.
Location: Logistics Service Line, one position at Fort Meade, SD and one position at Hot Springs, SD campus

The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of western South Dakota, where we are known for our blue skies, pine forests, rich history, moderate climate and friendly western hospitality. The VA BHHCS provides primary, surgical, behavioral health, community living center (nursing home care), and domiciliary (residential rehabilitation treatment program - RRTP) care for Veterans residing in western South Dakota and portions of Nebraska, North Dakota, Wyoming and Montana. Care is delivered through the Fort Meade (near Sturgis) and Hot Springs VA Medical Centers, as well as through a number of community-based outpatient and rural outreach clinics. VA Black Hills is part of VA Midwest Health Care Network (VISN 23).

Qualifications & Evaluations

To qualify for this position, applicants must meet all requirements by the closing date of this announcement
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this does not apply to you) For the GS-6 grade level, applicants must have held the GS-5 grade or higher for one year in order to meet this requirement. For the GS-7 grade level, applicants must have held the GS-6 grade or higher for one year in order to meet this requirement. The grade may have been in any occupation but must have been held in the Federal service.
Specialized Experience: GS-6: Requires One (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this Supply Technician position to be filled. Specialized experience includes: maintain inventory levels; making purchases involving requirements that are complex, placement of purchase orders, distribution and filling of purchasing orders; procuring hospital, medical and general supplies; and preparing, controlling, verifying and abstracting procurement documents and reports. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.)

There is no educational substitution.
Physical Requirements: Employee will usually stand and move from one part of the room to another while performing duties. Requires dexterity and strength in lifting medical supplies weighing 50 pounds. Requires pushing loaded carts weighing several hundred pounds, in sometimes crowded quarters, and works them over slight rises such as door sills.
