MILITARY TECHNICIAN VACANCY

APPOINTMENT FACTORS: Excepted Federal Service - ENLISTED (E-7 and below).

POSITION LOCATION: MATES, Joint Force Headquarters, New Mexico Army National Guard, Dona Ana, New Mexico.

DATE VACANCY EXISTS: Currently exists.

POSITION DESCRIPTION: D0849000.

POSITION POTENTIAL: The top grade of this position is GS-07. This position is also being advertised at the GS-05 level to provide additional competition. Upon meeting all legal and regulatory requirements, and upon recommendation of the supervisor, an individual selected at the GS-05 level may be promoted to the target grade of GS-07 level without further competition.

LOWEST PAY GRADE ACCEPTED : Applicants must indicate on their application the lowest pay or grade that will be accepted. KEY REQUIREMENTS

Direct Deposit is mandatory. DUTIES:
The purpose of this position is to provide storage and distribution, cataloging or supply identification systems, property utilization, or other related supply activities including those associated with automated or manual supply accounting systems. Performs routine and nonroutine material coordination duties for special programs, maintenance, or production shops. Responsible for local management of decentralized and decontrolled items which requires technical intervention to assure effective supply support and economy. Responsible for limited aspects of storage management.

QUALIFICATIONS REQUIRED:
BASIC QUALIFICATION REQUIREMENTS : The basic qualification requirements are indicated below. These qualification requirements must be met, in addition to any military requirements, in order to be found qualified for and selected to this position.

GENERAL EXPERIENCE: Experience in clerical or office work, such as maintaining records; screening, reviewing, and verifying documents; searching for and compiling information and data; or work involved in the physical handling of supplies and equipment provided this gave some general knowledge of supply transactions, regulations, procedures, and identification codes.

SPECIALIZED EXPERIENCE (Prepare written justification to the following KSAs as an attachment to your resume/application):

1. Knowledge of requisitions, supporting documents and reference material to perform material coordination storage management responsibility for special programs, maintenance, and production shops.

2. Knowledge of established supply regulations, policies, procedures, and other instructions applicable to the specific assignment.

3. Knowledge to conduct extensive and exhaustive searches for required information to reconstruct records for complex supply transactions.

4. Knowledge and ability to perform routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management, such as inventory management, excess property, storage management, etc. QUALITY AND TYPE OF EXPERIENCE : The required amount of experience/education will not in itself be accepted as proof of qualification. The quality, type and scope of the experience/education must be of such nature as to demonstrate that applicants are fully qualified to perform the duties at the level for which they apply.

DOCUMENTATION : Applicants must explain in detail, in the application, how the specialized experience was acquired, including applicable dates. Applicants should include, with application, any training completion certificates/transcripts in the areas covered in the KSAs.

MILITARY COMPATIBILITY : Individual selected must be assigned, prior to appointment, to a compatible Duty Military Occupational Specialty Code of: 36B, 51C, 74B, 88M, 88N, 89A, 89B, 92A, 92F, 92G, 92Y.

EDUCATION SUBSTITUTE : Military education, related to the position, may be substituted for specialized experience on a day-for-day basis for qualification at the GS-05 level. Certificates/diplomas must be submitted with application for award of credit . Civilian education, above the high school level, may be substituted for specialized experience on a case-by-case basis. Transcripts or equivalent must be submitted for award of credit.

APPOINTMENT REQUIREMENTS : Excepted Civil Service. Individual selected must be assigned to an enlisted position in the New Mexico Army National Guard. Individual must wear the uniform as prescribed by National Guard Bureau policies and the Adjutant General of New Mexico. Employment is contingent upon successful completion of a pre placement physical examination. HOW YOU WILL BE EVALUATED:

EVALUATION METHOD : All applicants will be initially screened against mandatory qualifications. If more than ten applicants are qualified, applicants will be evaluated on the basis of relevant experience, training and education, awards, and performance appraisals to determine the ten best qualified. Rating and ranking to determine best qualified will be conducted by a panel of representative who have technical expertise in the career field of the position being filled and a staff representative of the Human Resources Office. The evaluation will be based on the knowledge, skills, and abilities (KSAs) considered necessary for successful performance in the position. Once the application process is complete, a review of your application will be made to ensure you meet the job requirements. To determine if you are qualified for this job, a review of your resume and supporting documentation will be made and compared against your responses to the occupational questionnaire. The rating you receive is based on your responses to the questionnaire and supporting documents. RE-PROMOTION STATEMENT: New Mexico Army National Guard technicians who were previously downgraded from a grade equal to, or higher than that advertised at the target grade in this announcement, and who are still receiving pay retention benefits from that downgrade, may be considered for this position as an exception to competition.
