DESCRIPTION

As our Supported Community Living (SCL) Manager, you will be responsible for overseeing the SCL program, including developing relationships with internal and external stakeholders to provide high quality services in both 24-hour homes and hourly sites. You'll be responsible for all SCL services and program functions, including but not limited to: referrals, admissions, assessments, treatment planning, and discharges.

The successful candidate will have a Bachelor's degree in social work, psychology, or related field. You need a minimum of 2-3 years administrative/clinical experience in a behavioral health field as well as management/supervisory experience. This is a full time position, with the ability to be on-call, located in DeWitt, IA.

DUTIES

DETAILED JOB DUTIES AND RESPONSIBILITIES (by area of responsibility):
Administrative
  • Directs day-to-day operations of the SCL program, and is available 24/7.
  • Ensures quality of services provided and seeks ways to continuously improve services.
  • Actively engages with internal and external stakeholders to expand the referral base.
  • Ensures compliance with federal, state and local laws and regulations applicable to the facility and/or agency.
  • Analyzes departmental needs and recommends appropriate solutions. Develops strategic initiatives, plans, and programs for the SCL program, along with the Director, Community Based Programs and Quality Management; executes these as agreed.
  • Reports unusual problems or incidents to the Director, Community Based Programs and Quality Management.
  • Ensures that health, welfare, safety and individual rights of all individuals are protected.
  • Is responsible for the SCL program and all associated services, including but not limited to: referrals, admissions, assessments, treatment planning, and discharges.
  • Ensures that communication flows and relationships are built with all stakeholders, including but not limited to: DHS, DIA, parent/guardians, other family members, CPC, case managers, physicians, the courts and law enforcement.
  • Monitors all agency resources (i.e. buildings, vehicles, property, etc) and ensures that they are in working order.
  • Joins and maintains membership in local civic organization, to promote agency visibility and mission.
  • Promotes agency safety initiatives and ensures timely submission of property inspections, incident reports and incident investigations.
Leadership / Supervisory
  • Oversees selection, hiring, and supervision of staff.
  • Maintains appropriate level of staffing and monitors schedule.
  • Develops standardized, competency based orientation program for the SCL program; ensures all new staff are trained in job duties, safety, individual needs, and special concerns.
  • Ensures that all staff receive mentoring and ongoing competency-based training, to comply with agency policy and federal and state regulations.
  • Ensures that departmental staff receive timely performance evaluations according to agency schedule and guidelines.
  • Encourages and monitors communication between staff, shifts, and departments. Conducts monthly staff meetings and publishes minutes.
  • Ensure that job descriptions correctly reflect the qualifications, detailed job duties, etc. for each position.
  • Performs terminations of staff, under direction of the Director, Community Based Programs and Quality Management.
Record keeping / Data Management
  • Oversees the record keeping system for individuals (charts, etc) to ensure timeliness, accuracy and compliance with regulatory requirements.
  • Develops and maintains a department manual that reflects policies and procedures used within the program/dept.
  • Compiles summary reports reflecting departmental activity/performance on monthly, quarterly, annual basis.
  • Ensures that relevant information and paperwork flows between program and other departments, (i.e. Payroll, Accounting, HR, Maintenance, etc.), and keeps records as appropriate.
Financial Oversight
  • Develops, implements, and monitors annual budget for SCL program.
  • Anticipates large expense items and communicates those needs through Capital Expense budgeting process.
  • Reviews and approves purchase of department supplies and equipment up to approved spending limit.
  • Monitors the performance of contract services.
  • Monitors census levels.
QUALIFICATIONS

QUALIFICATIONS:
  • Master's degree in social work, psychology, counseling, or related field preferred. Bachelor's degree in a social services field required.
  • 2-3 years administrative/clinical experience in behavioral health field.
  • 1-3 years of supervisory experience.
  • In-depth knowledge of applicable federal, state, and local laws and regulations.
  • Ability to direct a SCL program with a focus on quality and measurable outcomes.
  • Ability to motivate, lead, empower and support staff.
  • Excellent oral and written communication skills.
  • Excellent organizational and time management skills.
  • Ability to handle more than one complex project at a time.
  • Creative energy and initiative to work without supervision and to design and implement new ideas and projects.
  • Proficiency with computer programs such as MS Outlook, Word, Excel, etc.
  • Ability to maintain highest level of confidentiality.
  • Ability to pass TB test, physical, and drug screen prior to hire and as required by regulation and/or policy.
  • Satisfactory results on background checks with previous employers, criminal and abuse registries, etc.
  • Ability to complete required agency and department trainings within 90 days, and ability to maintain and utilize skills taught.
  • Ability to act responsibly in a crisis, use good judgment skills, and willingly perform restraining techniques as needed.
  • Must be able to lift 50 pounds.
  • Ability to stoop, bend, twist, kneel, push, pull, sit on floor, and walk up and down steps on a regular basis.
  • Possess a valid driver's license and current auto insurance.
