General Statement of Job

This position works closely with the assigned business units/customer departments to provide support and maintenance for the ongoing voice and data operations of the District’s various applications. Employees in this position provide analysis, design and testing of computer solutions and perform a wide variety of special projects concerning transitions to new systems/solutions and modifications of existing systems/solutions.

Specific Duties and Responsibilities

Essential Functions:

Works closely with business units/customers on understanding their technology needs and gathering business and functional requirements. Facilitates business needs into technology requirements and assists customers with recommended solutions. Implements appropriate solutions.

Implements new business systems or configurations. Communicates changes in software or other systems to the user community.

Installs new release and upgrades for existing application software.

Collaborates with customers to develop, document and maintain testing scripts/plans. Implements IT quality verification/validation and appropriate customer validation processes. Coordinates and participates in the testing process. Maintains test plans utilizing a test, model, production orientation for new versions of software or modifications to the database.

Understands and assists Senior/System Analyst III team and Application Management with EDI implementation and support. Participates in transaction conversion processes (4010/5010, ICD-9 – ICD-10) and claim processing as assigned.

Supports the installation of new operating system software, database software and development software as required.

Works directly with IT Operations and Database Administration to ensure all projects timelines are met or exceeded based on specific project scope timelines and deliverables.

Researches and recommends process improvements based on technology to customers/end users. Supports the Quality Assurance processes as defined by the Systems Analyst III and District Management processes.

Performs data extracts and conversion processes as required, validates all reports with quality assurance processes prior to releasing data extracts to business units or requesting entities. Provides business units with appropriate rational for data extract results as appropriate. Utilizes management and senior IT resources appropriately to ensure quality assurance process is in place.

Understands PORTAL/Web processing and supports these applications as assigned. Resolves complex and multi-user systems problems.

Communicates and documents challenges and functional software issues with customers, software/hardware vendors and management; performs follow-up to ensure timely and effective resolutions.

Provides support for business recovery processes, including testing and validation of application/business processes. Develops and enhances documentation and reports to support the business processes and decision-making. Understands and validates all local, state and federal mandating reporting (AHCA, HIPAA and HITECH) as assigned.

Participates in developing accurate test scenarios/scripts with business units; conducts testing for all appropriate areas of system functionality; and, validates results for predetermined results. Implements corrective action as required.

Supports a progressive Information Technology and business process enhancement environment by supporting business unit enhancement ideas.

Performs programming in conformance with District naming conventions and standards.

Develops and maintains documentation of all environments and version changes of software.

Provides customer service/Help Desk support within the IT department policies and procedures guidelines.

Provides training and/or assistance to all District personnel as required through meetings, systems and programming objectives.

May need to travel to customer locations as needed.

Will provide on-call support as required.

Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Position Qualifications


Associates degree in Computer Science, Engineering, Applied Sciences, or related field required. Bachelor’s degree preferred.


Three (3) to five (5) years of technical experience involving maintenance of application software, programming, data analysis, and relational databases, one (1) year of which shall be acquired in a health care and/or medical billing environment required.


Valid Florida Driver’s License required.
