Responsibilities:
This position is responsible for the analysis and management of system requirements in support of a server environment. The candidate should possess excellent skills in requirements analysis, communication, and documentation. This position will work with the Project Manager and technical staff to define, update and maintain requirement documents and requirements traceability matrix. The candidate should be experienced with supporting change management and other governance processes.

Applies requirements analysis practices to support the identification and documentation of system and related requirements.

Analyze requirements methodology practices and rules used by an organization from existing documentation and discussions with members of the organization.

Experience using requirements analysis tools. (experience using Rational suite would be beneficial).

Ability to interpret and apply traceability of requirements and performance measurement techniques.

Assists in establishing standard operating procedures.

Develops physical and logical network diagrams, and cross-functional flowcharts.

Constructs sound, logical system improvement opportunities consistent with information management guiding principles, cost savings and system architecture objectives.

Working in a team environment and collaborating closely with Data Architects and other technical staff.

Qualifications:
The candidate must have 10+ years of relevant industry experience.

Prior experience working in the IRS environment

Prior experience with IRS tax processing systems

Experience using Rational Suite

Experience analyzing enterprise network systems and integration issues, and documenting systems requirements

Experience creating, updating and maintaining requirements traceability matrix

Experience analyzing existing processes, identifying areas of improvement, providing written recommendations

Experience creating logical and physical network diagrams, and cross functional flowcharts using MS Visio or equivalent

Experience implementing process, procedure, plan, and tool improvements

Experience drafting and/or modifying Standard Operating Procedures

Education:
BS in Computer Science, Information Technology or related discipline.

Desired Skills:
Experience with IRS As-Built Architecture

Experience performing security analysis and providing security compliance recommendations

Strong understanding of using management requirement tools

Experience using RedHat Linux

Experience using JBOSS

Experience using WebMethods

Experience using ECMS or similar change management systems

Experience using JBoss Drools

Experience using JBoss SOA Platform

Experience load balancing using F5

Experience using Inflow suite

Experience with managing server certificate requirements

Independent with strong initiative, but also an enthusiastic team player.

Knowledge or experience creating and/or manitaining Gantt charts using MS Project or equivalent

Knowledge or experience with iterative path methodologies and agile principles

Knowledge or experience with manging and reporting on server configurations and providing refinement recommendations.

Working with clients to identify business needs and document existing processes

Proficient in MS Word, Excel, and PowerPoint

Excellent written and verbal communication skills

Clearance Requirement:
The candidate must have at minimum an active Federal MBI clearance.
