The Systems Analyst manages, coordinates, and is the primary developer for one or more of the computer application systems that provide central administrative services to Western Washington University, most of which use Banner Ellucian software.

About the Department: Administrative Computing Services (ADMCS) is responsible for supporting the mission critical administrative information processing needs of Western Washington University. ADMCS performs the following functions in supporting WWU administrative applications:
  • User consultation and project analysis to define administrative needs
  • Application system design
  • Database design
  • Application development and testing
  • Application problem identification and resolution
  • Application systems performance monitoring and tuning
  • Computer server and services monitoring and status reporting
  • Administrative systems user assistance

Primary administrative applications supported by ADMCS are:
  • The SunGard SCT Banner Suite of administrative applications including:
    • Student Admissions, Registration, Records, and Degree Audit
    • Human Resources including Payroll
    • Finance
    • Accounts Receivables
    • Student Financial Aid
    • Student, Faculty, Employee, and Finance Self-Service
    • Alumni
  • Housing Reservation System
  • Woodring College of Education Administrative System
  • Web E-sign Forms which provides Web data entry, electronic signature, and e-mail routing to replace paper forms; more than 40,000 forms are processed each year instead of paper forms
  • BullsEye targeted messaging provides administrators and faculty the ability to send a message via e-mail or portal announcements to a select group of individuals (all majors, a class, etc.)
  • Faculty Evaluations
  • End-user data warehouses for Student, Human Resources, Alumni, College of Education, Housing, Computer Account Management, etc.
  • MyWWU faculty/staff portal based on uPortal product

The applications supported by ADMCS are written using the following tools:
  • Oracle Forms, PL/SQL, Java
  • Groovy/Grails
  • VB.Net, C#.Net
  • Oracle and SQL*Server databases
  • Millennium FAST data warehouse
  • Hummingbird Bi-Query End-user query/reporting tool
  • Nolij Web imaging (all University paper transcripts have been imaged)
  • Nolij Transfer admission applicant loading

Staff consists of:
  • 2 application development managers and 9 analyst/programmers
  • 1.5 database administrators
  • 1 desktop / web technician

Position Responsibilities:
  • Independently manage, develop and maintain the computer application system(s) assigned
  • Analyst, design, develop, implement and test new applications, and local application system modifications
  • Design database objects, data entry forms, processes, reports, data warehouse stores
  • Develop and code interfaces to third party applications
  • Create processes and reports for state and federal mandates to fulfill legal statutes
  • Assess the overall performance of applications and individual routines
  • Work with users, other Systems Analysts, IT managers, technical project leaders to coordinate and schedule application changes; develop impact statements of proposed application system changes
  • Independently work with the application area’s primary user contact and others to understand business needs, assess and correct problems and evaluate how user applications can be improved in functionality and performance
  • Evaluate new versions of vendor provided application system software for applicability to the Western environment and decide which features to install; review and support the installation of vendor upgrades
  • Develop testing procedures and protocols to isolate and define user problems; work with both the vendor and the users to identify application system malfunctions and develop corrective actions
  • Develop documentation of application system-related changes and procedures
  • Provide technical support to other system analysts, managers and users
  • Make recommendations for improvements in application development guidelines and Administrative Computing Services support procedures

Required Qualifications:
  • Baccalaureate degree in Management Information Systems, Computer Science or related field or at least six years’ experience developing and maintaining central administrative computer applications, or equivalent combination of education and experience
  • One year experience programming with SQL, Oracle, PL/SQL and the Unix environment
  • Three years’ experience in analysis, design, development, and maintenance of computer applications
  • Three years’ experience working with users in the development and maintenance of applications
  • Ability to develop applications using SQL, Oracle Tools, Unix shell scripts, and Unix utilities
  • Effective written and verbal communication skills with technical support and non-technical users on highly technical and complex application issues
  • Demonstrated ability to work collegially and with diverse staff

Preferred Qualifications:
  • Experience programming with one or more of the following: Java, C#, C++, Groovy/Grails, Ruby/Rails or Python
  • Experience with ASP.Net
  • Experience with Ellucian Banner university administrative application
  • General knowledge of a wide variety of programming languages, application development methodologies, administrative applications, operating systems, operating system tools and workstation environments
