Systems
Architect

The
Systems Architect will coordinate and consult on the development of
new software system applications; provide technical expertise in
software architecture; document and design software specifications
for software engineers; produce software prototypes to demonstrate
application of design; provide broad technical guidance. They will
monitor trends in system architecture and software development and
engineering; and recommend training in software development
technologies.

The
architect will utilize technical expertise to help the Program
oversee a large portfolio of projects and work with customers
throughout the Intelligence Community as well as project managers,
with staff and contract developer resources, and other Government
components to ensure that the new applications will meet user needs
while conforming to Government standards.

Position Description:
·
Maps 100+ Core
software projects to the Government strategic
roadmaps.

·
Develops
architectural guidance for applications developers, define target
platforms, interface designs, development patterns and styles, and
development languages and tools to be
used.

·
Provides technical
expertise in systems architecture; participate in the formulation of
software engineering best practices; assess feasibility of system
plans; establish priorities; and develop and implement plans that
adhere to established strategic business and system objectives.

·
Analyzes, defines,
and documents requirements for data, workflow, logical processes,
hardware and operating system environment, and network connectivity,
other systems interfaces, internal and external checks and controls,
and outputs.

·
Leads development
of system prototypes to demonstrate application of design
principles.

·
Provides technical
oversight and direction to project managers, engineers and designated
Agency boards for integrating new technology in applications design
and development.

·
Serves as the
Program representative to various boards such as the ARB, the Apps
ERB, the Requirements Management Board, and other Working
Groups.

·
Identify
enterprise services that should be used within the Program and also
develop strategies for making Program components into enterprise
services.

·
Provides complete
assessments of the technical characteristics of proposals and
alternatives considered in applications
design.

·
Participates in
the definition and adoption of a small applications development
strategy.

·
Reviews and
assesses technical proposals requesting changes or upgrades to
existing applications.

·
Oversees the
design, evaluation, selection, implementation and support of major
applications development and production support tools and
platforms.

·
Chairs or
participate in the Program Technical Review
Board.

·
Monitors industry
trends and directions; develop and present substantive technical
recommendations to Agency senior
management.

·
Applies Working
Capital Fund processes and procedures to execution of technical,
engineering and architectural strategies and
decisions.

·
Briefs at
Technical Exchange Meetings, Technical Review Boards, Program
Corporate Board as needed.

Required Education:
·
Master’s Degree or higher in either a science or
engineering discipline with at least 10 years applicable
experience.
