The System Engineer shall provide on-site support and maintenance for the New York State Department of Transportation Capital Region Transportation Management Center (CRTMC) highway surveillance network. Desirable skills include:

  • Knowledge of an assortment of networking standards to include, but not limited to, TCP/IP protocols, telnet software, FTP, TFTP, routing protocols, Bi-Trans suite protocols, NTCIP, and switch based IOS (e.g. Cisco IOS)
  • Knowledge of a wide array of network media to include, but not limited to, layer 2/3 switch configuration, Ethernet hardware configuration, Telecom systems, direct short range radio, cellular data communications, fiber optic communications, wire-based systems (e.g. CAT 5E, CAT 6-STP), cellular radio, and WiFi
  • Strong experience with independently troubleshooting and assessing hardware, software, and data communication malfunctions /errors and restoration to complete functionality
  • Strong experience with system database administration (e.g., Sybase, SQL), including data collection, auditing, and analysis, as well as report creation/documentation and interpretation
  • Experience with support for specialized field hardware such as mobile data terminals, remote serial count devices, IP-based CCTV, remote protocol convertors
  • Ability to coordinate with NY State Police Information Technology personnel to support Computer Aided Dispatch (CAD) and two-way radio workstations
  • Ability to initiate tests of system programs and properly utilize computer monitor readout to detect errors or work stoppage and take appropriate corrective actions
  • Assistance to users who are having operational problems with ATMS system software
  • Preparation of workflow charts and diagrams as part of recommendations for modifications to system hardware and software
  • Observation of demonstration of system software at vendors
  • Knowledge to administer and monitor user access to system
  • Review of productivity reports and problem records to evaluate performance of the systems and hardware
  • Ability to follow DOT procedures in order to safely work at roadside locations
  • Motivated self-starter with ability to complete directed tasks with little supervision
  • Aptitude for providing excellent customer service

In addition, the System Engineer will also perform the following job functions:

  • General administration of MS Windows based servers and workstations
  • Analysis of network capacities, process workflow, and scheduling limitations to determine feasibility of proposed changes to transportation management systems
  • Maintenance of configuration management documentation for the traffic management center and associated systems
  • Documentation of steps taken to modify systems and procedures required to implement new functionality
  • Training and assistance for system local users in conjunction with state help-desk resources

The System Engineer will be well organized, with initiative, capable of prioritizing and balancing multiple projects at the same time, and possess excellent verbal and written skills. Bachelor’s degree and recognized industry certifications are preferred.
