This position is located in Bethesda, MD, Carderock Division and is responsible for preparing established testing programs, equipment, and procedures to determine the characteristics, capabilities, and limitations of systems and to evaluate proper performance. KEY REQUIREMENTS

You must obtain and maintain a security clearance. DUTIES:
As a Technician, your duties will include, but are not limited to:

  • Welding high strength steels (HY-80, HY-100), aluminum, and stainless steel.
  • Using the fabrication requirements of scale model size ship and pressure hull model sections to support Test and Evaluation programs.
  • Verifying components and models are in compliance with dimension specified in drawings, specifications, and control documents.
  • Fabricating custom fixtures to maintain shape and control distortion of welded structures to tight tolerances, particularly cylindrical pieces with multiple seams.
  • Welding high strength steels (HY-80, HY-100), aluminum, and Stainless Steel using GTAW, GMAW, and SMAW welding processes. QUALIFICATIONS REQUIRED:
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay level in Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

NT-03 (GS-9/10) Developing fixturing or weld methods to minimize distortion in weldments; welding steel, high strength steels (HY-80, HY-100), aluminum, or stainless steel using GTAW and GMAW welding processes in support of test and evaluation or research and development projects.

OR

Two full years of graduate education or a master's degree directly related to the work of the position.

NT-04 (GS-11/12) A nalyzing and diagnosing welding problems including excess welding distortion or discontinuities in fabrication processes; welding high yield strength steels (HY-80, HY-100), pressure vessels, or steel, stainless steel or other alloy pipes using GTAW and GMAW welding processes in support of test and evaluation or research and development projects.

Graduate education or an internship meets the specialized experience required only in those instances where it is directly related to the work of the position. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

For each candidate, minimum qualifications will be determined, including any selective placement factors identified for the position. Candidates who meet basic (minimum) qualifications will be further evaluated based on knowledge, skills and abilities for the position being filled. Based on this assessment, candidates will be placed in one of three quality groups based on their numerical score, including any veterans' preference points: Basically Qualified (score of 70 and above), Highly Qualified (Score of 80 and above) or Superior (score of 90 and above). The names of preference eligibles shall be entered ahead of others having the same numerical rating.

PROMOTION POTENTIAL - This position has promotion potential to the NT-04 grade. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. The position is located in office, industrial, and construction settings; the work requires the employee to spend most of the day standing, kneeling, or sitting in awkward positions. Employee will lift weights from 40 to 80 pounds; work from ladders and scaffolds and trenches and hard to reach places by bending, stretching, and stooping.

Overtime and/or shift work may be required.

Occasionally performs work in industrial settings where the potential for hazards exists. However, the use of engineering controls, materials substitution, and personal protective equipment reduce or eliminate hazard exposure.
