• The primary purpose of this position is to manage documentation processes and verify and authorize payment for services related to the transportation and/or of personal property (e.g., household goods, unaccompanied baggage, and privately owned vehicles) for Department of Defense (DoD) military and civilian personnel.

• Manages documentation functions including the prompt and accurate preparation and distribution of bills of lading and supporting documentation, approval/disapproval of extension requests for temporary and nontemporary storage, and ensures contractors return paperwork within prescribed time periods as prescribed in DoD regulations and the rate solicitation.

• Manages all tasks related to the researching, validating and certifying payments for accessorial services including those performed for inbound, outbound, storage-in-transit delivery, and shipment reweights performed in support of Through Government Bill of Lading Shipments.

• Manages all functions related to the researching, validation and certification of payment for Direct Procurement Method (DPM) contracted services such as the preparation, storage and movement of inbound and outbound shipments to include local moves.

• Manages all tasks related to the researching, validating and certifying for payment of Nontemporary Storage services performed.

Supervises the use of automated information systems and computer generated products in accomplishing invoicing procedures and assignments.

SPECIALIZED EXPERIENCE:
52 weeks of specialized experience equivalent to at least the GS-06 level in the Federal service, which has equipped me with the particular knowledge, skill, and ability to successfully perform the duties of the position. Specialized experience includes knowledge of the duties, priorities, policies and program goals of the section sufficient to guide personnel through daily requirements. Knowledge adequate to independently determine which information is pertinent to the problem/issue currently being worked.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-06 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.

Knowledge of a wide range of traffic management polices, principles, practices and techniques including knowledge of personal property entitlements and movement, carrier industry practices, and operations and shipping requirements within the transportation function.

2. Knowledge of commonly used invoicing methods, practices, procedures, regulations, policies, and other DoD, and HQ Military Traffic Management Command which apply top invoicing for transportation services. Knowledge of automates data processing software programs and capabilities used to accomplish invoicing tasks.

3. Knowledge of various contract methodologies for the purpose of procurement of specific and/or specialized transportation services.

4. Skill in gathering, assembling, and analyzing sources of factual information for the purpose of determining future contractual needs. Skill in preparing writing or typed forms, schedules, and reports related to the obligation and expenditures of funds.

5. Ability and knowledge necessary to maintain certification as an ordering officer for certifying invoices for payment.

6. Ability to identiy, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning the movement of personal property. Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.

:

Credit will be given for appropriate unpaid and or part-time work.

ADDITIONAL CONDITIONS OF EMPLOYMENT

:

1. Incumbent may be required to travel by military and/or commercial aircraft to perform temporary duty assignments.

2. This is a drug testing designated position. Incumbent must pass a drug test prior to appointment and is subject to random drug testing as a condition of employment.
