Mission
Statement:
The US Transportation Command provides responsive air, land, and sea transportation support
to deploy, sustain, and redeploy US military forces worldwide during peace and wartime.
USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD.
USTRANSCOM seeks highly skilled applicants in a variety of fields to include: Acquisition, Information Technology, Strategic Planning, Financial Management, Logistics, and Supply Chain Management.
Military service member's "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided.
The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).

This is an obligated position to which an employee has return rights. Upon the return of the employee the selectee may be required to vacate the position.

As a technical transportation advisor and expert, provides transportation expertise related to defense transportation and logistics policy issues.
·
Researches, analyzes and acts on complex commercial, inter-service, intermodal and international transportation management and transportation operations and logistics issues.
·
As a transportation and logistics expert, analyzes and resolves complex and/or sensitive transportation and logistics management problems and the implementation of new developments and technology to the assigned customer area.
·
Serves as a project leader to accomplish particularly complex, unique, sensitive or long term studies concerning major transportation/logistics programs.
·
Represents USTRANSCOM on interagency boards, committees, and meetings involving transportation to formulate and coordinate operations, programs, policy and procedures.
·
Develops and presents briefings on transportation systems, policies and procedures to USTRANSCOM staff components, Joint Staff, Office of the Secretary of Defense (OSD), Unified Commands, the Services and other agencies.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.
Specialized experience must include
technical expertise in transportation, traffic management and logistics operations.

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.
The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Expert knowledge of transportation, traffic management, and logistics operation policies, concepts, principles and methodology applicable to air, land and sea transportation during peacetime and wartime. Expert knowledge of organizational missions, objectives, procedures and regulatory framework of transportation/logistics management programs within which, other federal agencies and industry operate.
·
Ability to resolve very broad, complex or sensitive transportation problems while managing entire transportation/logistics programs involving diverse organizations, multiple approving authorities and a variety of policies and controls. Skill in communicating orally and in an effective manner with all levels of personnel in both federal and commercial organizations. Skill at communicating effectively in writing at all levels of personnel in both federal and commercial organizations.
·
Ability to analyze, evaluate, correlate, advise and act on complex inter-service, international and commercial traffic management: transportation and logistics operations issues. Knowledge of the Defense Transportation System (DTS), its capabilities and how it incorporates transportation requirements, transportation management and transportation operations.
·
Ability to analyze and evaluate legislative and regulatory proposals for potential impact on transportation/logistics programs, recommend revisions, and prepare implementing guidance. Expert ability to analyze customer feedback information for potential impact on transportation and logistics programs, recommend revisions, and prepare implementing guidance.
PART-TIME OR UNPAID EXPERIENCE
:
Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT

This position requires the employee to occasionally travel away from the normal duty station.

Temporary duty may require the use of military or scheduled commercial transportation.
·
Position may be required to perform unusual tour of duty and overtime.
·
Must be able to obtain and maintain a SECRET clearance.
