Manages and coordinates the audits and reviews of businesses for privilege (sales), use, and property tax purposes. Also, oversees analysis and forecast of tax revenues.

Minimum Qualifications:
Education and Experience:
A Bachelor's degree in Accounting, Business Administration, or related field and five years of professional auditing experience, including some supervisory auditing experience.

Licensing, Certifications and Other Requirements:
A valid driver license with no major driving citations in the last 39 months may be required. Certified Public Accountant (CPA) is desired.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.
Knowledge, Skills and Abilities

Knowledge of:
Auditing procedures, practices and principles.
Municipal tax and fiscal principles and practices.
Employee supervision principles and practices.
Budget principles and practices.
Microsoft Windows Office products.

Ability to:
Analyze and evaluate accounting systems and auditing problems and develop recommendations for improvements.
Comprehend and make inferences from written material and verbal and/or written instructions.
Make mathematical calculations and draw logical conclusions.
Provide thoughtful and thorough analysis.
Listen, communicate and work effectively with a diverse group of people.
Handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
Proficiently perform computerized word processing, comprehension, summarizing and writing/editing.
Attend or conduct various meetings as needed.
Supervise and coordinate the activities of the staff as assigned, including training, scheduling, hiring decisions, written performance evaluations and possible disciplinary actions.
Observe, review and check the work of staff members to ensure conformance to standards.
Establish and maintain effective working relationships with City staff and the general public.

Essential Functions:
Performs duties and responsibilities commensurate with assigned functional area within a divisions) which may include, but are not limited to, any combination of the following tasks:
Serves as agent for the City of Scottsdale Tax Collector.
Directs and participates in audits to determine the tax liability of a designated group of business firms.
Supervises and coordinates the activities of the tax audit staff including training, scheduling, hiring decisions and written performance evaluations; works with employees to correct deficiencies and implements discipline procedures. Reviews the work of staff to ensure compliance with City policy and approved audit procedures.
Conducts research and prepares special studies and reports.
Maintains liaison with other public jurisdictions and other City divisions concerned with City tax policies. Resolves inquiries and complaints from taxpayers.
Prepares documentation and summary of appealed cases for Hearing Officer.
Monitors relationship of auditing and supportive administrative procedures and recommends changes when appropriate. Prepares assigned program budget and manages funds received.
Provides privilege (sales) and use tax revenue forecast to City Treasurer.
Performs other duties as assigned

  • Most work is performed in a normal City office environment.
  • Lift and carry materials weighing up to 20 pounds.
  • Operate a variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copy and fax machine requiring continuous and repetitive arm, hand and eye movement.
  • Travel to/from meetings and various City locations.
