This position is to provide Technical Subject Matter Expertise to support to the Lead Systems Engineers, Developers, and Acquisition Office personnel on the following Technical Modernization, Red Force Tracker (RFT), and any similar efforts identified during the period of performance. The contractor shall provide Domain expertise to support architecture, design, and development activities necessary to assess the technical viability of Tier 1/2 programs and related efforts; support the development and implementation of SE processes, migration plans, and program level SE documents; and ensure these efforts are in synchronization with the larger corporate and enterprise processes. This support shall provide oversight, recommendations, and assessments of Tier 1/2 programs from a system engineering perspective, participating in IPTs, identifying systems engineering areas that need support from "above" program SE, review SE documentation and briefings and convey status to team.
To be considered for this position, you must be a US citizen and be able to meet the full eligibility requirements for access to classified information in an intelligence community setting.
Bachelor's Degree in Engineering (Communications, Computer, or Electrical), Computer Science, Information Systems, Mathematics, or similar degree and meets the experience requirements, or equivalent documented combination of training and experience. Minimum twenty years experience in a technical role as a Technical Domain expert.
The individual must be able to assist the government to advise, manage, oversee and execute all aspects of Technical modernization programs to include:
Leading, organizing, and proactively coordinating with stakeholders (PM, developers, SWIT, development and operational testers, etc.) to plan, implement, and execute development strategies.
Supporting the development and implementation of SE process
Supporting the development of requirements and planning documentation
Documenting domain knowledge to aid in the design and development of solutions
Ensuring efforts are in synchronization with corporate and enterprise architectures
Developing domain-specific position papers to ensure uniform understanding across the AO and developers
Providing system testing expertise in the development of Test Evaluation and Master Plans (TEMP) and other program documentation, plans, and methodologies
Documenting tests results for corrective actions, reporting and audits
Creating/gathering/analyzing test data sets and determining expected outcome from the tests
Producing analysis and test reports that assess the results associated with development activities
Understanding all software components and their interface requirements.
This position requires the following:
Demonstrated experience with the TechSIGINT domain and an ability to communicate with multiple stakeholder to reach mutual agreements on goals, objectives, program/domain capabilities, interfaces and milestones.
Demonstrated flexibility and personality skills to work within a high-profile, high-pressure, multi-contractor environment.
Working understanding of the TechSIGINT mission domain and hands on experience working across Agency and organizations to correlate data.
Demonstrated acquisition experience with 000 5000 Phase A risk reduction activities including documentation development, requirements derivation, technology assessments, tools research and evaluation.
Extensive systems engineering experience including ability to breakdown complex problem space, formulate technical strategies, build action plans, and track progress against established baselines to resolve technical challenges and meet customer cost/schedule/performance expectations.
Excellent verbal, written, and communication skills in interacting with senior technical and program management leaders
