The First Data California Health and Human Services team is seeking Technical Analyst whom will be responsible for ensuring the First Data Project Management and Quality Assurance (QA) Project Teams successfully completes all Project Management and Quality Assurance related tasks. The Technical Analyst is responsible for support and participation in the development and preparation of all Project technical work products and deliverables to ensure they comply with system requirements. The Technical Analyst will provide support to the First Data Project Team to successfully complete the technical-related tasks as required for the project assignment. They will be responsible for development and review of technical related deliverables and work products, verifying that enhancements to technical functionality, interfaces, and utilities are designed and developed to meet the requirements, and assisting in analysis of the impact of proposed program and policy changes throughout the project. Job Specific Responsibilities

The Technical Analyst will:
● Support the IV&V and/or QA Technical Team
  • Participate in the overall approach to requirements gathering, analysis and management
  • Participate in the technical requirements gathering sessions including:
o Interfaces
o Reporting tools
o Imaging
o Interactive Voice Response (IVR)
o Security
o Local and wide area network
o Local and central production architecture and infrastructure, including site preparation and installation, data center and help desk operations, processes and procedures, and
o Service Level Agreements including performance and processing requirements
  • Provide insight, guidance, and best practices associated with procuring the Development and implementation contractor including:
  • Develop technical training materials
  • Facilitate technical evaluation meetings
  • Assess any impacts to business operations resulting from technical and operational requirements
  • Assess the design, configuration and management of the proposed test and production environments, network infrastructure, facilities, security and other technologies necessary to operate and support the project
  • Assist in contract negotiations with a focus on the technical aspects of the agreement, including SLAs
  • Identify and escalate issues and risks
  • Detail technical assessments on the project work plan related towards technical tasks
  • Enterprise architecture review and assessment
  • Ensure adherence to industry-standard System Development Life Cycle methodologies and standards
  • Ensure adherence to contractual Service Level Agreements (SLAs)
  • Support client and internal communications to ensure timely and accurate generation, collection and dissemination of project information in context of the technical issues/risks, architecture, and solutions
  • Observe, monitor, review and assess the technical aspects of the project related to applications performance monitoring, capacity planning models, security architecture, batch processing and scheduling, system performance, database integrity, history maintenance and archiving, software distribution, and backup and recovery.
  • Supporting First Data business development actives (Proposal Development). Candidate Requirements
  • 4-year College Degree
  • At least seven (7) years’ experience in software development lifecycle and change management
  • At least seven (7) years’ experience with the technical analysis of large computer systems
  • Experience in welfare and/or employment programs and business operations
  • Experience analyzing and defining system requirements
  • Ability to facilitate meetings and present functional topics to diverse groups of functional and non-functional staff
  • Ability to work independently with minimal direction
  • Ability to anticipate and respond to management and client needs
  • D&I and M&O knowledge
  • Strong writing skills, must be able to write detail documents
  • Strong Communications skills, must be able to communicate with multiple project stakeholders
  • Ability to effectively communicate with all levels of staff within an organization
  • Experience with Imaging systems
  • Experience with IVR systems
  • Experience with Web applications
  • Experience with Call Centers
  • Proficiency in all MS Office tools
  • Oracle database experience a plus
  • Automated welfare system experience a plus
  • California SAWS system experience a plus
  • PMP a plus
