The Technical Operations Development Manager will be responsible for working directly with all regional leaders and company stakeholders to research, develop and facilitate technical training and technical leadership development. Targeted audiences include regional managers and supervisors as well as regional trainers and front-line employees including those in voice operations and dispatch.

ILLUSTRATIVE ACCOUNTABILITIES
• Provides quality internal and external customer service surrounding the Company values
• Develops instructor-led and web-based technical operations and technical leadership training curriculum
• Designs training curriculum to meet/exceed field safety requirements
• Masters and delivers instructor-led curriculum
• Creates a stimulating, motivating classroom learning environment to capture and maintain the interest of participants and lead engaging discussions
• Tracks training results on a program basis in order to ensure program efficiency, effectiveness and quality
• Conducts train-the-trainer workshops
• Provides support to regions and their trainers
• Works cooperatively and enthusiastically with regional leaders and strategic partners to facilitate and/or coordinate training
• Establishes trust, credibility and respect with regional leaders and stakeholders Assists in determining company needs for technical operations supervisory, management and leadership development needs
• Works closely with voice operations, engineering, and technical operations to identify training needs and concerns and develop resolvable solutions
• Performs other duties as assigned
ESSENTIAL JOB FUNCTIONS
• Ability to communicate in person and by telephone
• Vision ability: near vision, peripheral vision, and ability to adjust focus; acuity required for extensive use of PC, calculator and reference materials; ability to differentiate between different sizes and colors of wires
• Ability to perform repetitive motions of the wrist, hands and fingers to use a PC keyboard calculator, fax and other standard office machines
• Ability to sit for extended periods of time
• Hand and finger dexterity to carry and to use tools and equipment as necessary
• Ability to work while standing 50 - 70% of the time
• Ability to work in confined spaces such as crawlspaces and attics by crawling, bending, reaching, twisting
• Ability to carry, climb and operate extension ladder, (approx. 28 ft high and 75 pounds)
• Ability to drive Company vehicle in a safe and responsible manner
Position Requirements
JOB QUALIFICATIONS
• Bachelor’s degree or equivalent work experience required
• Demonstrated skill in using a Windows-based computer
• Demonstrated, excellent verbal and written communication skills
• Demonstrated knowledge of and experience with curriculum design theory and adult learning theory
• Demonstrated knowledge of and experience with field operations and engineering theory and troubleshooting of the broadband network
• Demonstrated ability to design effective curriculum
• Demonstrated ability to understand and analyze operations reports
• Demonstrated, excellent classroom facilitation skills and delivery techniques
• Demonstrated ability to work with all employees at all organizational levels
• Ability to prioritize and organize effectively
• Ability to work independently and with others
• Ability to mentor and assist others
• Ability to travel up to 75%
• Appropriate valid driver’s license and driving record within Company standards
WORK EXPERIENCE
• Minimum of two years experience in a technical operation leadership level position with direct reports
• Experience in curriculum design and classroom facilitation
WORKING CONDITIONS
• Work in climate-controlled areas
• Exposure to typical office environment
• Work indoors in poorly ventilated areas such as attics during extreme heat
• Work performed near power lines and electricity
• Work, including travel, outdoors in adverse weather conditions day or night
• Exposure to dust, dirt, noise, insects, cleaning solutions
• Extensive travel
