General Purpose of this Position:
The Technical Surveillance Help Desk Knowledge Manger provides accurate, courteous, timely, and effective customer service to Federal, State, Local and Tribal law enforcement agencies around the country. Respond to requests for assistance with electronic surveillance (ELSUR) and first responder operational needs. Provide technical solutions to law enforcement customers regarding communication devices, technical capability and lawful intercept processes and procedures and employing research of technical library databases.
Evaluate and formulate policies and procedures for the use of approved technical equipment.
Conduct studies of processes, problems and initiatives relating to technical surveillance and communications intercept equipment programs in law enforcement operations.
Identify and coordinate technical training requirements for electronic surveillance procedures and methodology.
Define equipment evaluation and acquisition requirements for technical surveillance, communication interception operations, and voice radio communications systems.
Review and evaluate law enforcement operations as they relate to technical surveillance and communications intercept equipment programs.
Coordinate deployment of technical surveillance resources in support of investigations.
Provide technical expertise and guidance in furtherance of investigative and law enforcement activities.
Coordinate with other agencies on technical parameters of voice communications systems.
Monitor field electronic surveillance operations and provide technical guidance.
Make needs assessments regarding electronic surveillance operations and evidence gathering.
Test, design, modify and implement technological improvements or modifications in communications interception equipment and voice radio communications systems.
Analyze and engineer frequency assignments and recommend corrective action.
Utilize a wide range of computer hardware and software procedures, techniques, and requirements to control and manage operations of voice radio communications networks.
Conduct security surveys of physical space to ensure adequate protection from unauthorized entry and recommend structural and procedural changes.
Consult with architects, engineers and builders regarding property renovations and assure conformance with security requirements.
Coordinate/liaison with other Federal, state, local law enforcement agencies, private industry, and foreign governments regarding best practices in interception, surveillance technologies, and voice radio communications systems.
Participate in interagency conferences relating to advanced electronic surveillance procedures and proposed changes in legislation for communications interceptions and voice radio communications systems.
Assist in formulating equipment procurement budgets and multi-year acquisition plans.
Associates degree in Law Enforcement, Homeland Security, Information Technology or area of same expertise
Bachelor's degree is preferred
Skills, Knowledge, and Experience:
5-7 years' experience and knowledge of electronic surveillance solutions, communication devices, technical capability and lawful intercept processes and procedures
Use of operation of test equipment, testing and evaluation of networks
Ability to perform research of technical library database
