This professional position is responsible for the operations, management, design, analysis, procurement, implementation, and financial management of all aspects of the telecommunication network which supports almost 5,000 extensions serving Frederick County, City of Frederick, State of Maryland and several municipal government offices/agencies. This includes, but is not limited to, the Avaya telecommunications network and voice messaging platform; Telesoft telemanagement software; VolP sets and trunking; and E911. Direction may be given to clerical and technical support staff; supervision is received from the IIT Manager, Infrastructure.
Examples of Work:
Maintain the operations of the telecommunications network
Provide telecommunications planning assistance, consultative services, technical support and project management to County departments/agencies and related City and State agencies
Lead research and testing, provide cost-benefit analysis and manage deployments of new technologies
Write requests for proposals, negotiate contacts and manage the implementation for equipment, maintenances, and contracted services
Procure, coordinate, and implement materials necessary to install all inside and outside voice and data cabling for work requests, remodeling and new construction projects as required
Serve as IIT representative on construction projects, projecting and tracking costs and coordinating IIT involvement
Receive, review, analyze, and process invoices to ensure inventories and charges are correct for all telecommunications service
Participate in development and administration of budgets involving telecommunications services
As assigned, function as lead, team-member, or back-up on services and projects directed to IIT Voice Services staff
Perform other related duties as required
Qualifications & Requirements:
Bachelor's degree in telecommunications/information management or related field
Minimum 5 years of work experience in the telecommunications field – 5 years additional telecommunications experience may substitute for up to 2 years of the education requirement
Strong and effective troubleshooting skills
Demonstrated effective project management skills
Effective accounting and math skills, including the ability to review and analyze detailed statistical data, to accurately compile and maintain fiscal records, and to prepare clear, concise and accurate reports
Strong records-management skills, including the ability to review documents, identify/detect potential problems and document their resolution in a thorough and timely manner
Analyze existing telecommunication costs, services, and networks for planning and developing strategies and applications to improve telecommunications services and/or reduce costs
Effectively plan and organize work schedule and manage multiple priorities with minimal supervision
Strong and effective spoken and written (English) communication skills
Develop and maintain effective working relationships with co?workers, government agencies and the general public
Physical requirements include the ability to walk, stand, climb, bend, kneel, stoop, crawl, reach, push, pull, climb ladders, and lift or move hardware up to 75 lbs.
Preference may be given for:
Experience working with Avaya Call Manager and Modular Messaging
Experience working with Voice over IP (VoIP) sets and trunking
Experience working with Telesoft or other telemanagement software
Experience installing, documenting and troubleshooting copper and fiber cablings
