General Description:
Under the direction of the Water Efficiency Supervisor is responsible for implementing water conservation programs for IRWD customers, as assigned. Work with customers and conservation staff toward improving water use efficiency. Perform on-site water use water surveys. Provide information on water conservation. Respond to customer inquiries. Develop and maintain knowledge of water conservation practices, devices and techniques. Develop close working relationships with other conservation staff and provide outreach that establishes a positive image for the District’s conservation programs. Assist in providing data analysis support and reporting for water efficiency programs.

Essential Job Duties:
The following is a non-exclusive list of essential duties and responsibilities. The duties listed below are intended only as illustrations of the various types of work that may be performed. Perform a variety of customer service functions related to water efficiency. Respond to inquiries in writing or on the phone about conservation programs, provide information and materials as needed to the customer to assist in saving water.

Respond to and resolve assigned customer service requests in a timely manner.

Solicit, schedule and conduct on-site surveys/inspections for high use customers, as assigned. Conduct water surveys by inspecting sites for indoor and outdoor water use practices and make recommendations for improving water use efficiency.

Calculate water budgets for customers based on District allocation formulas. Monitor monthly customer usage against allocations, and notify customers of excess usage.

Provide a watering schedule and information about low-water use plants and efficient watering practices. Provide information to customers about outdoor water use, including evapotranspiration and the District’s rate structure.

Gather and evaluate data, and make written reports to customers outlining suggestions for improving water use efficiency. Enter survey information into a database for tracking and reporting purposes.

Provide recommendations to customers on water use and conservation techniques, equipment improvement and other methods of achieving more efficient use.

Inspect water-using equipment to determine eligibility for District water efficiency programs.

Assist in collecting data from various sources, analyzing and reporting on actual conservation results from program implementation.

Assist in conducting special studies, developing reports of findings and recommendations, and assist in evaluating potential conservation demonstration and pilot projects.

Attend and make presentations at community workshops or events, and assist in publicizing the District's water conservation programs.

Interact with public, developers, contractors, property managers, landscape managers, staff and outside agencies, as appropriate.

Represent the District at professional or industry group meetings and generally remain current on new developments in the field of water conservation.

Develop and maintain knowledge of proper plants and landscapes for Southern California. Develop and maintain knowledge of irrigation systems and practices, including but not limited to weather-based controllers, irrigation distribution systems and California Friendly (low water use and drought tolerant) landscapes.

Use a personal computer to enter, maintain, and analyze water use data, and prepare reports and correspondence.

Attend safety meetings of at least 30 minutes in duration as scheduled by District managers. All employees are required to notify their supervisor and the Safety Office of any sub-standard working conditions or safety violations.

Attend meetings and functions outside the normal workday. Participate in tours and workshops on weekends as necessary.

Build and maintain positive working relationships with co-workers, other District employees and the public using the principles of good customer service.

Responsible for all other work related duties as assigned.

Bachelor's Degree or equivalent with emphasis on physical sciences, environmental planning, horticulture, landscape architecture, or a related field or 3 years of equivalent field experience in water conservation or related discipline.

Knowledge of:
Customer service practices and etiquette on the telephone and in person.
Current techniques and practices related to water conservation.
Water conservation devices, materials and practices.
Data analysis methods.
Word-processing, spreadsheet and other computer applications related to water conservation applications.

Ability to:
Work independently, without close supervision, in the office and the field.
Market, organize and conduct effective water conservation and water auditing programs.
Read and interpret complex technically written materials.
Attend various community and civic meetings and / or functions and make presentations on behalf of the District.
Communicate effectively, both orally and in writing. Prepare clear and concise written reports and correspondence. Speak effectively to large groups.
Analyze customer water use problems and make practical independent decisions and recommendations based upon specifics found.
Use tact, discretion, patience and understanding in dealing with customers and the public. Tactfully and effectively handle sensitive customer relation situations.

Language Ability and Interpersonal Communication
Ability to establish and maintain effective working relationships with members of the public, co-workers and supervisors. Communicate effectively with all levels of office, management, and field employees. Represent the District in a professional manner. Maintain excellent public-speaking skills. Interact with District staff, customers, and members of the public who may be upset and dissatisfied.

Computer Skills
Advanced level of proficiency in MS Office software including: Word, Excel, PowerPoint and Access, or equivalent word processing, spreadsheet and database programs. Knowledge of GIS preferred.

Mathematical Ability
Understand and able to work with mathematical concepts including: statistics and the fundamentals of algebra and geometry.

Judgment and Situational Reasoning Ability
Ability to use good personal judgment and discretion in performing all job functions. Read and interpret complex data and information. Observe and interpret situations. Work on multiple, concurrent tasks. Must be organized with the ability to multi-task and make decisions independently.

Physical Requirements
Regularly required to sit, bend, stoop, stand and walk. Set up and taking down displays for special events. Field work involves driving to customer locations throughout the District. Will lift up to 40lbs.

Environmental Adaptability
Noise level is generally equivalent to typical office environment. This position involves both office and field work. Employees are exposed to outside weather conditions. Work with constant interruptions.

License/Certifications Required

Valid Class 'C' California Driver's License

AWWA Water Conservation Practicioner Level I certification preferred, or ability to obtain it within eighteen months.
