The Test Development Project Lead manages all non-content aspects of Test Development and Production processes for an assigned program.
BASIC FUNCTIONS AND RESPONSIBILITIES
Program Coordination/Project Management:
Work with senior level staff to develop the annual scope of work, including the annual item development plan, plan for forms constructionand field test sets and subsequent change orders
Develop and oversee the item and test development schedule for assigned program(s)
Assist with the management of the master schedule and develop sub-schedule, consulting all stakeholders
Monitor progress against the work plan and escalate and resolve issues as appropriate
Manage Outside Item Writer non-content process for assigned program(s)
Oversee Test Assembly/Pool Management process
Process Improvement/Quality:
Play a major role in the implementation of major process changes such as IBIS
Propose and implement process improvements and SOPs
Ensure that all items, tests and scoring materials developed are fair and valid and in compliance with ETS Standards for Quality and Fairness
Oversee QMS (Quality Management System) documentation required for assigned program area
Client & Business Partner Contact/Cross-Matrix Coordination:
Serve as primary AD point of contact for all non-content related work. Oversee test development and production processes
Provide support for response to special requests and rush projects from either client or SBU (Strategic Business Unit) product management
Serve as program resource to clients and candidates, giving advice, interpreting program guidelines and attending meetings as requested
Hold or participate in regular internal meetings with project staff to communicate information and monitor schedules
Flow information to the appropriate staff, within relevant timeframes, to resolve issues affecting all development areas
Financial:
Serve as a major contributor for the AD portion of RFP (Request for Proposal) responses
Support development of AD portion of budgets
Monitor actual against budget intake and take corrective action
Required Experience:
EDUCATION
Bachelor’s degree in relevant field of study is required; Master’s degree in Education, Measurement or content field of specialty is preferred.
EXPERIENCE
4-6 years of progressively responsible experience in process or project management, administration, operational or technical activities is required. Other requirements include thorough knowledge of the Assessment Development process; working knowledge of testing and measurement; excellent project management and process improvement skills; very strong verbal and written communication skills, and excellent organizational skills.
