Under the direction of the Transportation Engineering Manager, supervise and perform complex and professional engineering duties in the management, planning, programming, design, coordination, and direction of Traffic/Transportation Engineering projects; provide technical assistance necessary for the operation and maintenance of the City’s traffic signal and street lighting systems; coordinate the Neighborhood Traffic Management Program; develop design criteria and provide assistance in the review of subdivision and commercial projects; assure efficient and effective functioning of the Traffic/Transportation Engineering section. Performs related work as required.
Duties and Responsibilities/Knowledge, Skills, Abilities and Behaviors:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develop plans, specifications, estimates and contracts for traffic engineering projects.
Provide engineering support for the traffic signal system, video traffic monitoring, communication systems, traffic signal timing plans, and operation of the Traffic Management Center.
Assist in the design and implementation of traffic signal timing plans.
Monitor and evaluate traffic patterns in the field and develop recommendations to improve the flow of traffic during peak periods and respond to citizen requests related to traffic flow.
Provide traffic/transportation engineering support to other departments in the city.
Monitor trends in the development of innovative technical advances in the transportation industry and offer recommendations for implementation.
Effectively use and interpret traffic modeling software including but not limited to Synchro.
Design, review, and approve traffic control plans.
Administer the Neighborhood Traffic Management Program.
Insure that all traffic control devices meet the standards specified in the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
Manage and implement Traffic CIP projects and other safety improvements while working with contractors, consultants and other city departments and/or state agencies.
Review, recommend and implement traffic engineering improvements including changes to and application of City and State standards.
Direct and conduct appropriate traffic engineering investigations, surveys and studies to justify the implementation of traffic safety projects and/or programs.
Review, recommend, and implement roadway lighting systems.
Review development plans for conformance to transportation design standards.
Perform proactive roadway safety audits to detect problems such as visibility obstructions, operational deficiencies, and other roadway safety concerns.
Conduct accident reviews at high accident locations and recommend countermeasures for implementation.
Conduct consultant selection procedures, including scope, definition, bidding, negotiation, and contract preparation and project administration.
Prepares written technical reports and make presentations to City Council, subcommittees and external agencies.
Work is performed under managerial direction. The supervisor provides the employee with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice, and/or objective.
Comply with all written City policies and procedures.
Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
Performs related duties as assigned.

Know the principles and practices of civil engineering as related to the preparation of plans and specifications of various projects with emphasis on transportation engineering.

Ability to keep up with current trends, developments, and legislation pertinent to civil, traffic, and transportation engineering.
Know the materials, techniques, and equipment applicable to the area of specialization and the technical aspects of the field. Perform skilled coordinated movements, such as drafting on AutoCAD, utilizing drafting and engineering instruments and equipment.
Ability to research methods, analyze situations accurately and adopt an effective course of action.
Ability to know, interpret and explain the applicable laws, codes, regulations, standards, policies, and procedures as they relate to Civil Engineering and Traffic Engineering.

Supervise and perform complex and technical engineering duties in the coordination and direction of civil engineering projects.
Prepare plans and specifications and review engineering project cost estimates.
Adapt approved engineering methods and standards to the design and construction of a variety of projects.
Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances.
Ability to work from construction plans, shop drawings, and sketches, perform data entry, maintain records and prepare reports.
Able to work independently with minimum supervision and meet schedules and timelines .

Bachelor’s degree in Civil Engineering, Transportation Engineering or related field ; supplemented by seven (7) years of increasingly responsible transportation engineering experience or related fields.
Texas Professional Engineer (Civil) License required, or the ability to obtain within six (6) months of employment
Valid driver's license or the ability to obtain within thirty (30) days of employment.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Traffic Engineering experience.
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communications ability.
Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
