DESCRIPTION

Three County Transit Authority. The Operations Manger plans, organizes directs and delivers fixed-route, specialized transit Express service, and maintenance operations. Ensures state and federal compliant services to the public. Directs and coaches operation supervisors. Directs and implements fixed route operational and maintenance strategies and objectives to ensure the achievement of the action plans and mobility mission by focusing on safety, quality service, efficiency, and implementation/use of technology. Directs and builds the Authority's employment image by practicing good employee relations and ensuring policies/ procedures are documented, comply with CBA and local, state, and federal laws and regulations, and are enforced consistently. Embraces and furthers the diversity statement and AAP goals. Responsible for planning, organizing, directing and delivery of all assignments of new/continuing initiatives and or projects. Serves as a representative to the York County Office of Emergency Management and County of Adams Emergency Services Department for all community-wide emergencies. Also serves as a member of the Authorities Preparedness Prevention & Contingency Plan.

DUTIES

1.Achieves the Authority's mission by establishing objectives and priorities for the Fixed Route and Specialized Express Service operation and maintenance functions that are aligned with the mission; gaining insight and suggestions of operations from subordinates, staff and other stakeholders; initiating, coordinating, and enforcing new strategic initiatives; and monitoring, analyzing and recommending changes to the top executive team.

2.Serves the customer by analyzing and monitoring root causes of quality and customer service issues and making corrections as necessary. Establishes operating/maintenance policies and procedures that promote and ensure quality service, on-time schedules, safety, etc. Follows up on customer complaints that are related to operating policies, driver conduct, and/or injury/damage, etc.

4.Ensures staff carries out tasks and mission by providing leadership, goal setting, coaching, evaluation, team building, and problem resolution.

5.Ensures good employee relations and CBA/legal compliance by listening for input from others; seeking mutual understanding on problems involving collaboration, keeping subordinates advised of critical issues, and developing written procedures. Communicates with union officials to answer /clarify CBA issues, and investigates work rule or CBA violations with supervisors.

6.Achieves organization's financial goals by developing monitoring and enforcing budgets, keeping overtime within budget, evaluating costs, making recommendations and initiating corrective actions.

QUALIFICATIONS

  • BS degree
  • Five to seven years experience in operations management.
  • Ability to understand transit systems operations and service area.
  • Demonstrated ability to lead and manage staff.
  • Strong computer and Microsoft applications and transit software proficiency.
  • Ability to analyze and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.
  • Ability to visualize creative initiatives and make decisions to ensure optimal resource use, minimize total costs, and maximize value to the customer.
  • Ability to communicate one-on-one and with small groups, to facilitate meetings, to listen actively, to make and persuade others to accept recommendations, and negotiate contracts.
  • Ability to prioritize tasks, to be detail oriented, organized, accurate, and meet deadlines
  • Ability to establish and maintain effective working relations
LICENSES REQUIRED:
  • Must hold and maintain a class "B" Commercial Driver's License (CDL) with a passenger endorsement and air brake restriction lifted, and, maintain a current DOT medical certification.
  • This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.
