Candidate must have a Bachelor’s degree in business or public administration, social/behavioral sciences and four (4) years of experience in contract or project development or administration, or economic development planning experience. Licenses and Certificates : Texas Class “C” Driver’s License or equivalent from another state.
Under general direction, oversee professional services and construction contracts for assigned department, including project development, administration, and field construction oversight.
Promote economic development programs and initiatives with emphasis on transit oriented development projects and plans. Involves: Develop and evaluate plans and criteria for programs and projects relating to redevelopment of underutilized areas. Gather research and analyze transit development information. Conduct research and analyze quantitative data. Conduct market and feasibility studies, and cost-benefit analyses. Study information from a variety of sources including demographic, incentives, local business climate, local real estate, impact and feasibility studies and local regulations and incentives. Interpret and provide information to internal and external customers. Provide technical assistance and guidance on programs available. Prepare reports on transit development activities and conduct presentations. Participate in gathering and evaluating data used in grant applications and other projects. Act as a liaison and expeditor between various government agencies and departments and private business, industry and development representatives. Meet and coordinate transit development/redevelopment activities with public officials, public and private organizations, committees, city employees, and interested groups.
Execute professional services and construction contracts. Involves: Participate in the conceptual development of a construction project and oversee its organization, scheduling, and implementation. Negotiate, write and execute related contract modifications. Direct project development and administration of established contracts. Determine if proper funding is encumbered and allotted. Ensure all work is authorized by the appropriate governing authority. Instruct and provide technical assistant to internal and external engineers, developers and contractors in the meaning and application of contractual terms and conditions. Oversee field construction operations. Involves: Enforce project plans, specifications, City codes and regulations. Review plans and specifications prepared by staff and consultants for design problems and compliance to standards. Oversee adherence to divisional policies, city and state codes and regulations. Prepare construction progress reports. Review plans and specs for construction issues. Consult with architects, engineers and other governmental entities to discuss construction completion issues. Assure compliance with specifications and construction schedules. Supervise and inspect assigned projects under contract. Involves: Prepare progress reports and give presentations to management and staff. Attend meetings and conferences as required to provide information and requirements of local, state and federal standards. Advise management on compliance issues and requirements. As required testify as project manager on dispute cases. Respond to contractor’s request for information (RFI’s) regarding wage regulations, policies and related matters. Coordinate with auditing agencies on project payroll compliance issues. Review, evaluate, approve, deny or reject contractor’s pay applications. Assist in the financial processing of payments to construction contractors. Lead project problem identification and resolution process. Administer project contracts; monitor and evaluate contractor performance. Manage risks and respond to changes in risk over the course of the project. Evaluate projects to make certain project results meet the intended goal, satisfy quality standards, and meet stakeholder expectations. Identify ways to improve project outcomes. Assist in the bid document preparation, bid solicitation, bid opening, bid review of construction projects. Involves: Prepare bid justification, evaluate bids and proposals. Monitor bid processes, proposals, and contracts. Recommend modification to bid processes and contract documents. Evaluate the validity of sole source of contract recommendations and provide recommendation to accept or reject to management. Validate funding sources, monitor expenditures and approve contract payments utilizing approved financial processes. Supervise assigned staff. Involves: Plan and assign work. Meet with staff on a regular scheduled basis. Prioritize and coordinate sectional activities. Instruct, review, guide and check construction work. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
