This position is located in the European (Romance) Branch, Translating Division, Office of Language Services, Bureau of Administration (A/OPR/LS). The Translating Division prepares diplomatic translations in over one hundred language combinations, both into and out of English, as required by the Department of State, the White House and under special or general support agreements, other Federal Government agencies. The incumbent will prepare written diplomatic, legal, trade, and other translations from English into Spanish.

KEY REQUIREMENTS

U.S. Citizenship is required.
Must be able to obtain and maintain a Top Secret security clearance.
One year probationary period, unless excepted by regulation.
Incumbent will be subject to random drug testing.
Relocation expenses will NOT be paid.
This position requires the applicant to pass a Language Proficiency Test. DUTIES:

As a Translator (Spanish) GS-11 and GS-12 your typical work assignment will include:

Translating a variety of diplomatic correspondence, treaties, technical papers., etc. including assignments requiring summarizing lengthy documents, letters, and other communications.

Translating a wide variety of written documents from English into Spanish.

Researching terminology encountered in translation assignments using printed dictionaries, online glossaries, terminology databases, Internet search engines and consultation with colleagues and subject matter experts.

Translating documents to produce summaries of their contents, often with minimal advance preparation.

Self-reviews own translations to ensure accuracy, completeness, grammar, spelling formatting, and appropriate terminology from English to Spanish.

In addition to the duties listed above the GS-12 will be responsible for:

Preparing documents using proper Spanish terminology for International documents.

Summarizing lengthy documents, letters and other communications such diplomatic correspondence.

QUALIFICATIONS REQUIRED:
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.
Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Applicants applying for the GS-11 grade level MUST meet one of the following

requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in translating, interpreting, or other work requiring the use of English and the other language; or a combination of work (that required English and the other language) and training at the Defense Language Institute, Foreign Service Institute, or comparable training.

IN ADDITION, this position requires the following additional specialized experience:

Specialized experience at the GS-11.

Experience translating from English into Spanish.

Experience translating a variety of documents such as treaties, technical papers, etc.

Experience performing research using information terminology, dictionaries and reference works, CD-ROM and online glossaries.

OR

B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university with the major study being in the appropriate foreign language from an English-speaking college or university, English from a college or university in the other country, or translating or interpreting where English and the foreign language were prerequisites. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;
OR

C. Have a combination of graduate level education and specialized experience which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours equals 50% where 18 graduate hours constitute a full-time year) must total at least 100%.

THE FOLLOWING SELECTIVE FACTOR IS REQUIRED:
Must have experience in translation of ( English ) into Spanish - A translation sample is requested with your application package.

The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language.

Note: If you are qualifying based on education, you WILL BE required to submit transcripts as verification of educational requirement by the closing date of this announcement and if selected, an official college transcript will be required to verify education prior to employment. Knowledge of source language, with particular attention to the written language.

Skill at reviewing translations prepared by staff and contract colleagues, and in providing them with positive and negative feedback.

Skill in research using print dictionaries, online sources, and other contemporary resources.

Ability to interact with colleagues to discuss and resolve terminology and other translation issues.
