Transportation Design Engineer III (7663) (SP# 13-60-09)
RECRUITMENT: (OPEN) The State Highway Administration Office of Highway Development (Baltimore City) is recruiting for a Transportation Design Engineer III. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development (Baltimore City).

NATURE OF WORK: The main purpose of this position is to perform at an intermediate level of transportation engineering work in the design and project management of major and/or minor transportation projects. Working with engineers and technicians, this position will complete all engineering functions necessary to prepare highway construction plans, specifications and cost estimates. This position will function as a Project Design Engineer or Project Manager, with guidance from a senior level engineer, on minor transportation projects; such as geometric improvements, System Preservation, or Community and Safety Enhancement projects. Specific duties include, but are not limited to, the preparation and review of cost estimates, developing and maintaining design schedules, coordinating with Federal, State, and local agencies, elected officials, community groups, and the general public; administrative duties, and interpreting and administering the Administration's policies and procedures to develop contract documents. This position will also prepare or assist in the preparation and review of contract specifications for alternative project delivery methods such as Design-Build and Construction Management at Risk.
EXPERIENCE: Possession of an Engineer in Training (EIT) Certification in the State of Maryland. Evidence of certification must be presented at the time of appointment. Two (2) years of experience performing engineering work acceptable to Maryland State Board for Professional Engineers involving the application of specialized engineering analysis and design that includes aspects of design, evaluation, and inspection in accordance with specifications and drawings, investigation, and planning. Qualifying engineering work must conform to the definition of "Practice Engineering" as set forth in the Business Occupations and Professionals Article, Title 14, Professional Engineers.
*SELECTIVE QUALIFICATION: One (1) year experience in the design and/or management of highway design projects.
* A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).
NOTES: 1. Registration requirements are established under Title 14, Business Occupations and Professional Article of the Annotated Code of Maryland.
2. Employees at the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
PREFERRED QUALIFICATIONS: Proficient in Preparation of Cost Estimates, developing budgets and cash flows for multiple projects. A thorough knowledge of design guidelines and standards such as the American Association of State Highway and Transportation Officials (AASHTO) A Policy on Geometric Design of Highways and Streets, the Manual on Uniform Traffic Control Devices (MUTCD), and AASHTO Roadside Design Guide, thorough knowledge of the coordination necessary for the advertisement of transportation projects, proficient in the use of Microstation and INROADS design software, ability to perform and review the following design calculations: Horizontal and vertical geometry, Superelevation, Right of Way impacts, Earthworks calculations, Maintenance of Traffic, Traffic Barrier type and placement. General knowledge of the Plans, Specifications & Estimates (PS&E) process and preparing contract documents necessary for advertising, bidding, and post advertisement activities such as Addenda and Redline revisions. General knowledge of alternative project delivery methods such as Design-Build. Excellent written and verbal communication and interpersonal skills.
LICENSE, REGISTRATION AND CERTIFICATES: 1. Applicants may substitute an EIT Certificate from a state with comparable requirements that are acceptable to the Maryland State Board for Professional Engineers for Maryland EIT certification. Evidence of certification must be presented at time of appointment. 2. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements that are acceptable to the Maryland State Board for Professional Engineers, are considered to have met the minimum qualifications. Evidence of license must be presented at time of appointment. 3. Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties must possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS: Possession of a motor vehicle operator's license valid in the state of Maryland with less than four (4) points.
