RECRUITMENT: (OPEN) The State Highway Administration Office of Highway Development - Highway Hydraulics Division (Baltimore City) is recruiting for a Transportation Design Engineer IV position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development - Highway Hydraulics Division (Baltimore City).

NATURE OF WORK: This is a senior level, project manager position within the Office of Highway Development's Highway Hydraulics Division. The position is to function as a Project Design Engineer/lead worker for the work assigned such as stormwater management, sediment control, stream restoration and NPDES related work. In this position, the licensed professional engineer completes design engineering work at the professional level of expertise. Duties regarding analysis for Total Maximum Daily Load compliance may be expected. Specific duties may include analysis preparation of SHA's plan for TMDL implementation and leading the delivery of implementation projects or highway projects as necessary. These duties involve design and preparation of the plans, specifications permit applications, and estimates and providing technical expertise to engineers and technicians, as well as to consulting engineers in the design. Also may provide technical reviews of plans prepared by other parties. This position may manage consultants. These reviews ensure compliance with SHA Drainage Manual, MDE publications and permits, environmental policies and laws and accepted engineering practices. This position makes recommendations that affect environmental performance, safety and cost. These recommendations may include using professional engineering judgment to determine when design exceptions may be required where circumstances make meeting design or intended criteria is impractical. The customers served by the Highway Hydraulics Division include other SHA offices, federal and state regulatory agencies, elected officials, consultant firms, watershed groups, counties and municipalities, special interest groups, the traveling public and other citizens.
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
NOTES: 1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland. 2.Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
- SELECTIVE QUALIFICATION: Two (2) years of engineering experience performing Hydrologic and Hydraulic design.
- A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).
LICENSE, REGISTRATION AND CERTIFICATES: 1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment. 2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
